In terms of avoiding hindrance to traffic, the new transit system and monorail are advantageous, however, they have the drawbacks of ruining the urban landscape and blocking sunlight, not to mention the fact that the investment cost involved in constructing elevated structures is high.
When one considers the wide roads of Cape Town and relatively light congestion, it is judged that operating LRT services along the roads would not create too many problems. Furthermore, as a mode of transport that can form a transit mall that melts in with people's daily lifestyles, is kind to the weaker members of society, is fun to ride and, moreover, requires comparatively minor initial investment, the LRT is considered to be the optimum alternative.

4.2 Existing Planned Route

4.2.1 General Background
The Waterfront is a designated area of large-scale project implementation within Cape Town's urban development plan. The construction of hotels, restaurants, shopping centers and entertainment facilities, etc. is planned for the area, and half of the planned facilities have already been completed and have started business. The Waterfront is proving successful as a place where citizens and tourists alike can relax and enjoy themselves and it is currently visited by approximately 15 million people per year.
The CBD, on the other hand, is an existing urban area and central commercial and business district containing rows of multistory buildings. The CBD is also the site of the city's main transport centers, namely the Metro Central Station and bus terminus.
The Waterfront and the CBD are currently linked by bus services, however, because large increases in the number of users are forecast following completion of the Waterfront development and the current urban transport system is becoming over-reliant on road transport, examination is being carried out with a view to introducing public rail transport, in particular, the LRT.
4.2.2 Assessment of the Existing Plan
The currently planned LRT route is shown in Figure 4-1. This route of 3.27 km in length starts near to the Central Station and runs through the existing urban and port areas into the Waterfront development district. The length of the route is extremely short compared to
