2.3.1 General Urban Conditions and Future Plans

 

(1) General Urban Conditions

 

The Cape Metropolitan Region (CMR) (containing The Cape Town Metropolitan Transport Area, or CTMTA) covers the area commonly referred to as the Cape Peninsular situated on the south-western tip of Western Cape Province, and it covers an area of 1,418 km2 Figure 2-1).

 

The metropolitan region is composed of the following 15 municipalities and is a statutory planning district as stipulated under the Urban Transport Act of 1979.

Cape Town / Bellville / Brackenfell / Durvanvile/ Fish Hoek / Goodwood / Kraaifontein / Kuilsriver / Milnerton / Pinelands / Simonstown /part of Old Cape /part of Paarl /part of Stellensbosch

 

According to the population census of 1991, the population of the metropolitan region is approximately 2,000,000 and the rate of population growth has held steady at 3% over recent years. At the present rate of growth, it is estimated that the population of the metropolitan area will reach 4,000,000 by 2015.

 

Regarding the distribution of the population in the metropolitan region, it spreads out towards the suburbs from the inner city area. As can be gathered from the zone-separate population distribution shown in Figure 2-2, the population concentration in the inner city zones is comparatively low, whereas large concentrations of population can be seen in the suburb zone of Outer City and the southern peripheral zone of Edge City SE.

 

Conversely, employment opportunities are largely concentrated in the inner city, indicating a stark geographical separation between living areas and workplaces.

 

As a reflection of this point, a great flow of commuter transport from outlying areas into the inner city area has come about, and a radial transport flow pattern centered around the inner city area has become distinct.
