FOREWORD

 

Cape Town, the legislative capital of the Republic of South Africa, is a modern city with a population of 3,100,000 people. Blessed with a good port and numerous tourist resources, the city is currently planning and carrying out large-scale urban development and urban transport preparation programs. Urban transport in Cape Town is largely dominated by an established road network and automobiles, and the railway plays only a minor role in carrying part of the commuter transport load.

 

The city administration, fearing that an over-reliance on automobiles in future may lead to traffic congestion and environmental deterioration, is planning the introduction of a low- pollution, rail public transport system.

 

It was against these circumstances that the Japan Railway Technical Service (Corporation) carried out the Preliminary Survey of the Project for the Construction of a New Transport System in Cape Town with the cooperation of the Cape Town City Planner's Department.

 

The survey was carried out upon receiving deliberation and advice concerning survey direction and implementation planning, etc. from a committee and specialist committee made up of academics and specialists, and the survey report was prepared based on the findings of the survey which was implemented in June 1996. It is hoped that this report can be put to use in the future development of urban transport in Cape Town.

 

The survey was subsidized by the Japan Shipping Promotion Association (The Nippon Foundation). Deep thanks are expressed to the Cape Town City Planner's Department for its help during the surveying and research and all the people in Japan who provided invaluable cooperation in collecting related materials.
