Based on the arguments above and also our own experiences from which we
have benefited while studying the Master degree courses at the World Maritime University,
we believe the right thing to do now is to choose a program of MET that can gradually
shift from mono - functional MET to dual - functional MET in order to come into line with
the international requirements. However, we are intending to maintain the previous
analytical type of syllabus so that we can give graduates a Bachelor's degree in the
desired speciality and moreover, when someone who wants to retire from the sea, they can
easily be integrated into shoreside activities.
The aims of restructuring the MET system are:
- To educate seafarers in the direction so that they can get at the
same time a scientific, technological knowledge as well as a practical one. Then, they can
be able to operate safely and economically different kinds of vessels such as general
cargo vessels, containers, special purpose vessels and so on.
- To get at least the licenses from 3rd - officer for deck and
engineer.
- To create a new training program, the so - called " partly
overlapped program", in order to prepare appropriate conditions to educate dual -
function seafarers after the year 2000.
A plan to implement the foretold restructed MET in Vietnam is as
follows
- Since 1990, the MET for engineers has been renewed so as to give
engineering students more credit time to study two subjects: Marine Electronic Technology
and Shipboard Electrical Systems , in order to achieve the purpose that the marine
engineers, step by step, can undertake the electrician's functions.
- In the period 1994 - 1999 the academic programmes for navigation and
marine engineering are to overlap by 30% regarding maritime subjects.
- After the year 2000 the MET syllabus shall be shifted into a dual -
purpose training programe.
Morever, we are intending to design the new MET system so that those
graduates from VIMARU, in the period 1994 - 1999, who wish to obtain the dual - functional
licenses have only to take one additional year of study to fulfill their knowledge in
navigation or marine engineering.
The implementation stages for the new MET system at Vietnam Maritime
University are described in fig 1.2.
