To cope with the implementation of the conventions in Asia, Japan has
cooperated with the Philippines, Indonesia, Malaysia, India and Pakistan through the ODA.
Taking these matters into consideration, we have a plan for Japan to
set up new MET courses involving Asian countries in cooperation with WMU.
4.2 WMU at a turning point
Since 1983, WMU has contributed to realizing the aims at the
establishment and has achieved quite a high level. However, an educational institute
teaching and studying existing rules and regulations would be classified as a down-stream
institute in the river. This kind of institute, called a Seminar House, is always affected
by the upper stream.
Today the hard/software of the tele-communications technology have
developed marvelously compared to the time of WMU's foundation. The present students can
get more information from IMO and communicate quicker than attending WMU courses.
A quarter of the students show higher demands to study in depth the
subjects categorized in the upper stream. The academic background of the IMO rules and
regulations consist of naval architecture, mechanical engineering, ocean engineering,
transportation engineering and basic sciences which are definitely categorized as middle
or upper streams m the educational field. This is the reason why the degree of Master of
Science is awarded to the WMU students.
The present curriculum structure and staff are for the Seminar House
where mainly the lectures of manuals, guides, comments on the regulations and how-to
subjects with simulation PC software from the market are provided.
Considering the future of WMU and shipping of the world, the students
will become not only the leaders of their countries but also leaders of world shipping
sectors.
Now is the time for WMU to provide more subjects belonging to the upper
stream. WMU needs to find institutes which can give academical cooperation and accept the
graduates into their higher education systems or training courses as soon as possible.
