The process of examining and certificating a candidate and that of approving a credit course are based on different evaluation priorities which should be considered separately. In particular, the mechanism of the course approval process is not shifting the responsibility for the proper conduct of examinations, nor the fulfilment of attendant responsibilities, from Ship Safety - Marine Crews Examination and Certification Section to the training institutions. The AUTOQUEST System is only a tool for use by both organisations. To accomplish the task of ensuring a suitably qualified Canadian seafarers each may use it differently.

There ale strong reasons for ensuring that examination and certification standards are set separately from the asessment of a course for approval as meeting those standards. Course delivery and examination standards setting are done separately by training institutions and Ship Safety, respectively. In order to be properly accountable to the public for the safety of marine crews, these different organisations continue to be separately responsible for the conduct of their respective activity.
