complete system for the "safety sensitive subjects," which are: chartwork navigation safety, naval architecture, cargo, mechanical engineering, and general seamanship. Other subjects such as ocean navigation (astro) and meteorology are good candidates for "approved courses" at marine training institutions.

The complete spectrum of subjects is still the responsibility of Ship Safety and the creation and maintenance of item banks and examinations in all subjects will remain the responsibility of Trapsport Canada while the public demands it.

Monitorirg of Marine Courses: Evaluation Tools

If access to the AUTOQUEST System were granted to the faculty of the training institutions, then an expected benefit to Ship Safety would be the use of structured database sand cross-reference documents; as well the use of an evaluation tool that is established, shred, and automated will permit Ship Satety to monitor examination used in the approved courses.

The immediate and long-term benefit to all involved with training will be more effective development of examinations without increased human resource requirements by reduced duplication of instructor labour to produce examinations, and more instructor attention given to the development of new course material to address new training needs.

Similar time and quality benefits would accrue in developing questions for entry into the various item banks and co-ordinating efforts of others to accomplish this function.

Multiple-choice (selection response) type questions can be temporarily modified to be short answer (delivery response) type questions through the suppression of printing of the alternatives_This provides and an instructor with the capability to readily produce written assignments and to reproduce these as multiple-choice tests later in the course.

International Co-operation

On 2 July 1991, the International Maritime Organization (IMO), through circular 564 of the Maritime Safety Committee (MSC), made the call for "CO-OPARATION IN ESTABLISHING DATABSE OF EXAMlNATION QUESTIONS AND ANSWERS." The proposed use of The EXAMINER Item Banking and Examination Administration Software in the AUTOQUEST Project would lead Canada to a position where it would be able to advise the Secretary-General that such a database, or database would be available in digital form, from the Ship Safety Branch of Transport Canada, to marine administrations using The EXAMINER Software
