11. Conclusions
Which system is more relevant to training and education is difficult to
say. Both systems have there strengths and weaknesses, but both are so new to education
and training that it is difficult to justify a strong preference for one or the other.
However with the new drive for quality and customer awareness it will
prove to be essential in future. Measuring the performance and improving on the quality of
training will become an important element in management considerations.
The revised STCW as well, has indicated that QA is an important aspect.
Ignoring such or not complying has become impossible and unacceptable.
Besides the mandatory obligations it will be interesting to see what
the costs of quality are compared to the savings which can be achieved. Once this has been
identified and quantified there is no doubt that the qualitative educational training
institutions providing the quality seafarers will have the operators preference and be
assured of secure future activities and interest. In the scope of this paper that aspect
of investigation leads to far, but it should prove a rewarding topic for further research.
