an evaluation is periodically undertaken, by persons not involved in
the activities concerned,
in formation regarding the evaluation shall be communicated to the
secretary general.
Code Part A: AI/8 Quality standards:
defined educational and training objectives in course and training
programmes and inclusive of the certification system,
the quality standards shall cover the administration of the
certification, all training courses and programmes, examinations and assessments and
qualifications and experience required of instructors and assessors, with regard to
policies, systems, controls, internal QA reviews,
an independent evaluation of knowledge , understanding, skills and
competence acquisition and assessment activities and of the certification administration
at maximum intervals of 5 years to verify that management control and monitoring measures
comply with the planned activities and documented procedures,
and that results of each independent evaluation are documented and
brought to the attention of those responsible for the related area,
and that timely action is taken to correct deficiencies,
the report shall contain the terms of reference for the evaluation and
the qualifications and experience of the evaluators.
Code Part B: B- I/8 Quality Standards:
Further guidance is given on the implementation of the guality
standards,
a quality standards model for the assessment of knowledge,
understanding, skills and competence is described,
the independent evaluation process is described in detail,
the final report to be submitted by the evaluation team as well as the
interim report to be issued to the management are described in detail.
It will be clear that considerable emphasis is placed on the quality
standards for all aspects of seafarers training, examination and certification in the
revised STCW. Both through the regulations as well as through the manadatory part A of the
Code great effort has been made to create a system to improve overall quality. The
training establishments and the maritime administrations will have to comply with such in
order to be granted recognition and acceptance in accordance with STCW (Chapman, 1995)
