the experiences resulting from the incidences constitute related data
bases, characterized by their objectivity and systematization of the treatment employed,
of course, very different from the opinion received when the incidences were lived in an
irrelevant way, wrong focused or under subjective criteria deforming the real causes.
Experience and investigation require time, the first in years and the
second in the slow proceeding of what is deep, sedated in restlessness, austere in
contradictions, in any sense hard and little appreciated in the conclusions.
It is evident that what is necessary to know the real causes is not
investigated, nor the most important determining factors of any event, so much this is the
cause that on initiative of the DG-VII of the UE different work commissions and concerted
actions have been created, with which I collaborate actively, trying to delve into that
knowledge, unifying criteria and sensitizing the mariners' opinion so that they can join
the investigating action, using adecuate procedures for which they will necessarily have
to be previously trained and instructed.
It is true that investigating processes require time, but they have in
favor that they will always be available when constituting a solid base for subsequent
advances of science.
Time is the ally of risk, since while the professionals are getting
prepared to control it, time acts with the severity of damage, demolishing the will and
reducing to ruins dedication and positive intentions. Time cannot be spent with tibia
actions, when in other aspects the reins of technology for the sake of the most aggressive
competitiveness are taken. How much more will seafarers have to pay because of the slow
walk of the investigating impetus, never agreeing with the need of activity nor with the
dignity of the people who suffer it?.
Risk turns into danger and this into damage as a consequence of the
aggravation of the situation and the accumulation of negative variables, all related to
the time factor. Any risk situation that in the beginning was moderately controllable and
not excessively costly, when becoming a critical situation, can be uncontrollable and of
devastating effects.
Training is inversely proportional to the expected damage as it has
been demostrated by any statistics that may have included such aspect of analysis. To what
extent have crucial aspects been considered, when in most cases a vast data base,
exhaustive and specifically designed to achieve the objective of the investigation has not
been available?. Most of the reports of accidents occurred aboard are incomplete, lack the
necessary depth, speak of what is evident but ignore what is fundamental (often hidden),
which is needed by the investigation and analysis.
The gravity of an accident is not always a consequence of its causes
but of the conditions and circumstances in which it happens, that is why it is necessary
to know them all to be trained for an objective, direct and effective intervention.
