　INTERTANKOは、マラッカ・シンガポール海峡の今後の航行安全および環境保護について意見を述べる機会を与えられたことに感謝するとともに、主催者であるマレーシア海事研究所、東南アジア研究センター、Rajaratnam国際問題研究所、及び日本財団に対し、この重要問題について本シンポジウムを執り行うというイニシアティブを取られたことに、謝意を表します。

　

　このシンポジウムにおいて当海峡に対する今後の継続的な安全及び環境保護について十分な検討が行われることは前向きであり、かつ、建設的なことです。海峡の通航量はますます増加しており、全ての選択肢を徹底的に調べて、こうした前進を続けることは重要です。このことは、INTERTANKOが、他の業界団体と同様に、海洋電子ハイウェーのデモンストレーション・プロジェクトなどの構想に参加し、支援を行うことが、こうした前進に役立つと考える理由の一つです。現在そして将来の技術を利用して当海峡の安全と環境保護を向上していけば、船舶運航の観点から安全性が拡大し、東南アジアの貿易拡大が促進されるでしょう。

　

　もちろん、そのためには、既に実施され、当海峡の安全航行に必要不可欠であることがわかっている要素を、当然なものとは考えず、継続的に確認していくことが必要と思われます。航行援助施設の継続的な更新・維持管理は、当海峡を運航する上での安全水準を高めるために欠かせない基本的な要素です。

　

　したがって、当海峡の航行援助施設の更新・維持管理のために貢献するための自発的スキームを構築する利点について検討を行うことは、建設的な道筋と言えます。INTERTANKOは、このような提案には沿岸国と利用国双方の積極的、かつ、献身的な参加が必要であり、また、海運業界は、他の利害関係者とともに、提案の推進に更なる貢献をすべきだと考えます。

　

　自発的スキームの構築に関する多くの建設的な要素がこのシンポジウムで提案されており、将来更に詳細な技術的討議を行うための良き基盤となるでしょう。提案を更に検討するためには、当海峡を通る船舶の自由かつ無害な通航を維持しながら、自発的スキームの現実的な、運営上の性格も検討する必要があると思われます。INTERTANKOはこうした詳細な討議を更に進めるに当たって、我々の構想、意見、助言を提供する機会を歓迎しますが、我々の中心的な関心は船舶乗組員と貨物の継続的安全の確保であり、航行の安全が全てに優先しなければならないと主張します。

　

　INTERTANKOは、このシンポジウムに出席している沿岸国、利用国、海運業界、その他の利害関係者が、シンガポールで行われるIMO会合で、明確かつ積極的な協力と支援のメッセージを提供できることを期待します。

　

　

 INTERTANKO is grateful for the invitation to comment on the future navigational safety and environmental protection of the Malacca and Singapore Straits and in doing so would like to thank the hosts and organisers, the Maritime Institute of Malaysia, Centre for South East Asian Studies, the Rajaratnam School of International Studies and the Nippon Foundation for taking the initiative to arrange a Symposium on this important issue.

　

 It is positive and constructive that full consideration is being given at this symposium on the future and continued safety and environmental protection for the Straits. A thorough look at all the options to continue this progress with an increasing flow of traffic through the straits is important. This is one of the reasons why INTERTANKO, along with other industry associations, believes that participating in and supporting initiatives such as the Marine Electronic Highway demonstration project will assist in this progress. Using current and future technology to enhance the safety and environmental protection of the Straits will allow for a safe expansion in terms of vessel traffic and support the growing trade in South East Asia.

　

 Of course this would require the continued assurance that the elements which have been put in place already, and which have been proven to be essential in safe navigation through the Straits, would not be taken for granted. The continued replacement and maintenance of the aids to navigation would constitute a key element responsible for the enhanced level of safety through the Straits.

　

 It is therefore a positive step in which consideration is given to the merits of establishing a voluntary scheme for contributing towards the replacement and upkeep of the aids to navigation in the Straits. INTERTANKO believes that such a proposal would require the active and committed participation of both the littoral and user states, and that the shipping industry together with other stakeholder interests should contribute further to the proposal's development.

　

 A number of positive elements relating to the establishment of a voluntary scheme have been put forward here at this symposium and will provide a good foundation for a more in depth technical discussion in the future. Further consideration of the proposal would need also take into account the practical and operational nature of a voluntary scheme while maintaining the free and innocent passage of ships through the Straits. INTERTANKO would welcome the opportunity to contribute our thoughts, comments and advice to this further in-depth discussion but would maintain that navigational safety must remain paramount with the primary focus of our attentions being the assurance of the continued safety of our vessels crew and cargo.

　

 INTERTANKO anticipates that the littoral states, user states, shipping industry and other stakeholders present here at this Symposium will be able to provide a clear and positive message of cooperation and support to the IMO meeting in Singapore.
