■ Purpose of VDR: to investigate the ships accidents

・1989 introduction of VDR to International convention by Germany
・1991 VDR was installed on the commercial Ship in Europe.
・1994 Accident of RORO passenger ship "Estonia"
(sank in the Baltic sea and many people died.)

VDR installation was put into force on 1 Jul 2002

S-VDR installation will be put into force on 1 Jul 2006
 
Carriage Requirements

Note) SOLAS-V 20 2.3 Exemption of S-VDR requirements
 Administrations may exempt cargo ships from the application of above carriage requirements when such ships will be taken permanently out of service within two years after the implementation date specified.
 
Note
Implementation date is considered the first scheduled dry docking.
Ship bottom survey is required at least twice within 36 months during 5 years.
 
General Ideal of S-VDR
1. Regarding all sensors related to S-VDR, the same data of VDR is specified and AIS interface is added to the interfaces to VDR
 
2. All sensors related to S-VDR can be divided into three categories such as mandatory, dependable and conditional.
 
(a) Mandatory
GPS Date and time, ship's position, datum (world Geodetic System (WGS-84) co-ordinates)
Gyrocompass Heading
Log Ship's speed
Microphone(s) Audio on Bridge
VHF VHF Communication (XMT/RCV)
Radar Radar image (if impossible, AIS shall be connected.)
 
(b) Dependable
AIS Other ships' information
(If it is impossible to obtain radar image, AIS shall be connected.)
 
(c) Conditional
Other items all items required in A.861(20) related to VDR, except equipments mentioned in paragraph "(a) Mandatory"
(If signals are obtained in the formatter specified by IEC61162, it shall be connected with S-VDR.)
