A proposal for a new work item (including proposals for amendment or revision of an existing standard) within the scope of an existing technical committee or subcommittee shall be submitted to the secretariat of that technical committee or subcommittee with a copy to the Central Secretariat and, in the case of a sub-committee, a copy to the secretariat of the parent technical committee. The proposal will be circulated to the P-members of the technical committee or subcommittee for voting, and to the O-members for information. The proposer may be a member body of ISO, the secretariat itself, another technical committee or subcommittee, an organization in liaison, the Technical Management Board or one of the advisory groups, or the Secretary-General. Guidelines for proposing and justifying a new work item are given in the ISO/IEC Directives (part 1, annex Q) (see extract overleaf).

Scope (as defined in 6.2.1 of part 3 of the ISO/IEC Directives)
This International Standard specifies design, performance, and use of various items of survival equipment carried in survival craft and rescue boats complying with the International Convention for the Safety of Life at Sea, 1974 (SOLAS 1974) (as amended), and the International Maritime Organization Life-Saving Appliance Code. For many items, it also includes guidelines for maintenance and periodic inspections by Administrations or ships' crews in informative Annex A.
Purpose and justification (attach a separate page as annex, if necessary)
The IMO Life-Saving Appliance Code requires that survival craft and rescue boats carry a variety of items of survival equipment. For many of these required items, the Code does not specify any design or performance requirements. As a result, the utility (suitability for purpose) and quality of the equipment provided can vary greatly from country to country. In the absence of generally accepted standards for these items, it can be difficult for flag Administrations to enforce an adequate level of performance and safety. The envisioned eventual implementation of this International Standard by IMO would ensure that requirements for the survival equipment required by the LSA Code are adequate, and uniformly applied. This would result in efficiencies for Administrations, for producers of the equipment, and for producers of survival craft and rescue boats; as well as ensure that the end users are provided with adequate survival equipment in the event of a ship abandonment.
In addition to items listed in the LSA Code, the working draft addresses maintenance and inspection of survival equipment carried on existing survival craft and rescue boats which pre-date the 1983 amendments to SOLAS 1974 and the LSA Code (and for which the IMO requirements are even less complete).

As far back as its 6th plenary session (Washington 2000-05-15/16), SC 1 has agreed in principle to pursue this project. Although formal circulation of the NWIP was delayed for some time due to the untimely passing away of the presumptive project leader, the SC and its WG 1 continued development of the attached working draft at meetings in Copenhagen (SC 1, 2001-04-19/20), New Orleans (SC 1/WG 1, 2002-11-29/30), Tokyo (SC 1, 2003-04-18/19), and Copenhagen (SC 1/WG 1, 2003-01-13/14). As the document has at this point reached a fairly advanced stage of development, I recommend approval of both the proposed work item in general, and the adoption of the attached draft as a CD (or perhaps even DIS).
