Report from convener of WG 5 for the 18th plenary meeting of ISO/TC 188 in Victoria, British Columbia, Canada June 2002
WG5 "Propulsion systems" has had no meetings since the Annapolis meeting last June. However, all standards under the responsibility of WG 5 are in process for publishing or voting/commenting except for the revision of ISO 8665 "Power measurements and declarations" that has to be further developed.
 
Regarding change of convenership for standards related to outboard engines, no manufacturer has yet volunteered to take on the work. Some outboard standards are due for revision.
 
Status report
ISO 8665 Power measurements and declarations
Some years ago the ISO Technical Board decided to introduce a new concept called ISO CORE SATELLITE-Conception for RIC engines in order to avoid drifting apart of power measurement standards. This will result in two different documents. The first one called CORE-Standard specifies the common basic requirements for all kind of power measurements and the second part the SATELLITE-standard determines the individual requirements for a specific type of engine or application.
 
The revision of ISO 8665 is covered by this concept and will be a so called SATELLITE Standard.
 
Furthermore, during the latest years the power competition between engine manufacturers has increased for high performance engines. In order to declare the highest possible output the use of loopholes in different existing standards has become a common occurrence.
 
Due this situation IMEC has proposed that ISO 8665 shall be use for power measurements and declaration of propulsion engines
 
Type of fuel used for power measurement and production tolerances are the main issues for discussion within the working group.
 
ISO 7840 Fire-resistant fuel hoses
A DIS version for revision of ISO 7840 "Fire resistant fuel hoses" was sent to the CS February this year for a 5 months commenting/voting period.
 
ISO 8469 Non fire-resistant fuel hoses
A proposal for revision of ISO 8469 "Non fire-resistant fuel hoses" to harmonise with ISO 7840 in certain areas has been sent to the secretariat in March.
 
ISO 16147 Inboard-mounted-engine fuel and electrical systems components
ISO CS finished their work in March prior publishing of ISO 1 6147 but is still waiting for the "CEN Consultant assessment"

WG 9 - Main dimension of the craft and identification of the hull
Since the last plenary the final adjustments were done by correspondence
 
DIS 8666 Principal data
The standard is mainly intended to collect definitions and requirements from other standards. The deadline 2001-09-30 was not surpassed as the FDIS version was transmitted from the TC secretariat on 2001-09-09 and from there to ISO CS on 2001-09-28.
The standard is mandated.
 
DIS 14945 Builder's plate
The standard reflects the requirements of the Recreational Craft Directive (RCD). The WG had declared the draft ready to proceed as FDIS in January 2001. Comments from the CEN Consultant (received 2001-05-16) propose to not pass this standard on for formal vote as it does not fully reflect the position of the RCD. The WG felt unable to accept a wording which was regarded as technically unsound. In the meantime the EU Commission has accepted the industry proposal. The new wording of the directive 'Common Position' is in line with the wording of the standard. This should be reason for a new assessment by the CEN Consultant. The standard is mandated.
 
DIS 14946 Maximum load capacity
The standard reflects the requirements of the Recreational Craft Directive (RCD).
The standard is published and harmonised.
 
ISO 10087 Hull identification - Coding system
This standard is harmonised, but needs revision, requested by the industry, RSG* and ADCO**, as the present wording proved to lead to possible misinterpretations if several comparnies are involved in the manufacturing process. A new text with only minor alterations was transmitted to WG 9 members and to other interested parties. This did not result in an agreement. From the technical point of view the solution is simple, the obstacle is the legal implication, as this standard is mandated under the EU Directive.
Only during the recent week a compromise solution was found that may suit all concerns of the parties involved. The new draft is at hand.

WG 11 - Seacocks/through-hull fittings
The working group had no meeting since last ISO TC Meeting. Comments and adjustments were done by correspondence.
 
DIS 9093-2: Seacocks and through-hull fittings, part 2: Non metallic
The FDIS version was mailed to the Secretariat in October 2001, and from there to the ISO CS before the end of the same month.
The standard is mandated.
 
ISO 9093-1: Seacocks and through-hull fittings, part 1: Metallic
A request for revision will be launched. The reason is to achieve consistency between the two parts, and to exclude phrases in part one which proved to be design restrictive. A draft proposal will be added to the request.
The standard is mandated.
 
DIS 15083: Bilge pumping systems
Agreement within industry was rather easy, but still evidenced significant differences among member bodies.
State of the art is more challenging.
The FDIS draft was transmitted to the TC Secretariat on 2002-02-24.
The standard is mandated.
 
WG 12- Fire protection
Consistency between the two parts has been widely achieved. WG proposes to try and combine both parts for the next revision. The differences in deadlines made it advisable to maintain the two part format now.
 
DIS 9094-1: Fire protection - Part 1: Craft with a hull length up to and including 15m
The FDIS draft was submitted to the ISO TC secretariat by 2001-06. Several editorial corrections requested by ISO CS, which were submitted in 2001-10.
The standard is mandated.
 
DIS 9094-2: Fire protection - Part 2: Craft with a hull length of over 15 m
Adjustments were done by correspondence to meet the FDIS deadline (2001-09-30) which was kept to.
Editorial corrections and questions from ISO CS concerning the symbols used were solved in 2001-12.
The standard is mandated.
 
WG 18 Scantlings
The working group met 2001-11 in June, Netherlands and 2002-04 in Baltimore, USA, each time for three days and dealing with part 5 only.
 
ISO 12215-1 - Hull construction/scantlings - Part 1: Materials: thermosetting resins, ...
The standard is a harmonised EN.
 
DIS 12215-2 - Ditto - Part 2: Materials: Core materials for sandwich construction, embedded materials
DIS 12215-3 - Ditto - Part 3: Materials: Steel, aluminium, wood, other materials
DIS 12215-4 - Ditto - Part 4: Workshop and manufacturing
 
These three FDIS drafts (parts 2, 3 and 4) got full agreement and are published as ISO standards.
 
DIS 12215-5 - Ditto - Part 5: Design pressures, allowable stresses, scantling determination
The Hamburg meeting (May 2001) had dealt with parts 5 and 6 alike and in greater detail. Collated comments were then not available, but individual comments from member bodies were obtained.
There were new aspect brought into the discussion, especially by the CEN Consultant, backed up by other members, i.e., to implement the draft with the following aspects:
 
- Modern wooden construction
- Rudder stocks
- Chain plates
- Shaft brackets
- Detail assessment of stiffeners
 
Until then the WG had decided to leave these undoubtedly structural parts to present practices and normal engineering approach to avoid overloading the present draft which concentrated on the shell of the craft for the most frequent materials (FRP, steel, aluminium).
 
The votes received show that the agreement is on the borderline. Irrespective of this the WG decided that rearranging between parts 5 and 6, the unsolved new items and the adjustments due to comments plus possible changes based on the ongoing validation programme enforces a second DIS draft for part.
To achieve progress on the most vital part (part 5) the WG decided to re-arrange present and new subjects in the following manner:
 
・Wooden boat construction: to be incorporated in part 5
 
・Scantling determination of multlhulls: Until then Annex of part 5 to be made a separate part as further implementation is necessary and should not hold up the finalising of part 5
 
・Chain plates and shaft brackets: to be combined into a new part Appendages.
 
・Details of stiffeners: to be incorporated in part 5.
 
This means:
 
Parts 1 to 6: unchanged in title, part 5 amended and implemented
 
Part 7: Scanting determination of multihulls
 
Part 8: Rudder stocks and bearings
 
Part 9: Appendages and rig attachment.
 
Among this list part 8 and 9 have to be regarded as new work items.
 
For the subject of "Wooden boat scantlings" a new member of the WG volunteered and presented a first draft within 2 weeks after the Hamburg meeting. This was evaluated during both of the following WG meetings.
For the subject of "Rudder stocks" an existing rules is granted to be taken as a basic document for discussion.
For the subject of "Appendages and rig attachment" preliminary work from two members were granted to be used for a first draft working document.
 
The latter two subjects could not be dealt with in the meantime because of lack of time.
 
In order to achieve progress for the most vital part 5 there was a vivid correspondence among members (51 position papers and proposals were circulated since the 2002-05 meeting). Further the validation of the boats filed in the database was conducted two times to allow for decisions on the validity of assumptions made for individual parameters. This discussion is still going on with an emphasis on simplifying the draft.

DIS 12215-6 - Ditto - Part 6: Details of design and construction
This part is to be regarded as being complementary to part 5. The draft was not dealt with for the reasons pointed out above. As there will be considerable changes after shifting details from part 5 into this one and vice versa a second DIS seems advisable.
The standard is mandated.
 
DIS 15084 - Anchoring, mooring and towing - strong points
Agreement on comments from ISO TC member bodies on FDIS draft was achieved by correspondence.
Was transmitted to the Secretariat on 2002-04-30 to meet the deadline.
 
CD 21487 - Permanently installed fuel tanks
After the Gothenburg WG 5 meeting where the draft had been prepared it was handed over to WG 18, as it touches scantling determination.
Due to lack of time and the WG work concentrating on 12215-5 there has not been any progress since then.
WG intends to deal with this item by correspondence first and then have a WG meeting for in-depth consideration at the forthcoming fall meeting.
