Report of the ISO Acting secretary-General to the ISO General assembly, Stockholm
 
・ 8 AG N579 and it's Addition
 
The Chairman requested the delegation, not to read the Report, just to focus on the important things and difficult things which might be helped by TC8 members.
 
SC 1 Lifesaving and fire protection(USA)
 
Mr. Hime introduced the apology of Mr. Abbate, Chairman of SC1 and Mr. Heinz, Secretary of SC1 , and gave a detailed Report of SC1 activities on their behalf.
SC1 requested TC8 to establish the Liaisons with ISO/TC92/SC1 (Fire initiation and Growth) and with ISO/TCl45/SC2(Safety identification, signs, shapes, symbols, and colours) in order to get their expertise to develop the work items in SC1 and the same was unanimously approved.
 
Resolution 212
TC8 agrees to the request of SC1 to establish new Liaisons with ISO/TC92/SC1 (Fire initiation and growth), and ISO/TC145/SC2 (Safety identification, signs, shapes, symbols and colours).
TC8 approved the other report.
 
SC 2 Marine environmental protection (USA)
 
Mr. Hime substituting for Mr. Joseph Angelo, Chairman of SC2, gave a detailed report of SC2 activities.
SC2 requested TC8 to provide positive support for their work Items in the field of Discharge Control and Environmental Response, more participation of the experts and convenor from worldwide are expected in order to develop the both work items.
Mr. Abram suggested to correct the country's name 'Korea' should be changed to. 'Repubic Of Korea'.
TC8 approved the other Report.
 
SC 3 Piping and machinery (USA)
 
Mr. Hime substituting for Mr. Hopkins, Chairman of SC3 , gave a detailed report of SC3 activities.
He introduced the matters of importance to TC8 as follws:
 
1)
SC3 strongly requested to TC8 members to be participated strongly in the development of proposals for new work items in SC3.
   
2)
Mr. Thomas M. Hopkins (USA), Chairman of SC3, has formally submitted his resignation as Chairman of SC3, effective the end of 2002, therefore taking into account the fact that many work items under consideration and for the new work items in SC3, a new Chairman of SC3 should be appointed urgently in TC8.
Mr. Hime nominated the new SC3 Chairman, Mr. Joseph Byrne.
 
Resolution 213
Noting that Mr. Thomas Hopkins is resigning as Chaiman of SC3 effective December 2002, TC8 members agreed to the appointment of Mr. Joseph Byrne (USA) as new Chairman of SC3 by unanimous decision pending confirmation of UK's position by BSI Headquarters. ( Later, BSI informed their approval to the TC8 secretary)

Regarding the possible proposals for new work items in SC3, it will be transferred to the AG meeting for discussion and the result will be reported back to next TC8 Plenary. TC8 approved the other report.
 
SC4 Out fitting and deck machinery (China)
 
Mr. Liu Zhen. Secretary of SC4, gave a detailed Report of SC4 activities together with the Report of SC4 Plenary meeting which was held on 21st Oct.
Mr. Shen, temporary Chairman of SC4, requested TC8 P-members to participate actively in the development of two new work items in SC4.
 
The Chairman asked SC4 about present condition of two IM0-linkage items, 04.29 Rapid Deployable emergency towing apparatus for tankers and 04.30 Launching Appliances for free-fall lifeboats which are linkage to the 42nd IMO/MSC meeting.
Mr. Liu Zhen pointed out that these items would be proceeded in SC4 after the TC8 Plenary meeting.
 
Mr. Abram corrected the O-membership of SC4 as follows;
3.2 'Mexico' delete and 'Brazil' add, and the 8N1000 should be corrected by secretary of TC8.
 
TC8 approved the other report.
 
SC 5 Ships' bridge layout
 
The secretary of TC8 suggested that The Report of SC5 is included in SC6 report.
 
SC 6 Navigation (Japan)
 
Prof. Iijima gave a detailed report of SC6 activities together with the Report of SC6 Plenary meeting which was held on 2lst Oct.
 
Mr. Roever, USA, suggested it would be better way to take into account the Interface
Standards, such as IS0/IEC 61162, which have been developed in IEC/TC80, in order to facilitate the standards developing at SC6, and reported this standard was delivered to the members of SC6 yesterday.
 
Prof. Iijima also highlighted the outline of the 48th IMO/NAV meeting which was held 8/12 th July 2002, especially he explained the matters regarding the status of AIS, radar reflectors and maritime safety. (see 8AG N 579 and it's Addition)
 
The Chairman of TC8 expressed his appreciation for attending the IMO/NAV meeting representing the ISO and his excellent leader-ship in SC6 matters.
 
TC8 approved the other report.
 
SC 7 Inland Navigation (Russian Federation)
 
The Chairman introduced the Resolution 26 (AG meeting) in Cadiz, progress of SC7 work programme, and reported that he has already sent a letter to Mr. Alexander Chetyrikin, AG member, and Mr. Y. Rumiantsev, Chairman SC7, for the progress of the SC7 work and expect for their active work for the future.
 
The Chairman of TC8 substituting the Mr. Gromov, secretary of SC7, proposed the delegates to reappoint Mr. Y. Rumiantsev as a Chairman of SC7 for another term ot three years and this was unanimously approved by the delegates.
 
Resolution 214
TC8 unanimously agreed to the reappointment of Mr. Y. Rumiantsev(Russian Federation ) as Chairman of SC7 for another three year term ending December 2005.
 
TC8 approved the other report.
 
SC 8 Structures (Korea Rep. of)
 
Prof. Lee gave a detailed report of SC 8 activities together with the Report of SC6 Plenary meeting which was held on 2lst Oct.
 
Regarding the membership of Romania, Romania failed to vote on two consecutive voting in SC8 such as CD3434 and Systematic Review.
The Chairman of TC8 indicated the Secretary of TC8 to inform ISO/CS for necessary action.
 
Resolution 215
Noting that Romania failed to vote on two consecutive TC8/SC8 ballots, TC8 officially requests the ISO/CS to remind Romania of their obligation, as P-member, to vote.
 
TC8 approved the other report.
 
SC 9 General Requirements (Japan)
 
Mr. Shoichi Arikawa, Chairman of SC9, gave a detailed Report of SC9 activities.
 
Regarding the " Review of ISO Book of Shipbuilding Standards" , Mr. Arikawa reported that Mr. A. W. van Dijk, Convenor of this work Item, recently expressed some difficulty to proceed without participation of experts who have knowledge about contents of the Standards recently, but he would try to continue discussion with Mr. A. W. van Dijk For continuing the subject.
 
With regard to the Floating pneumatic rubber fender, The Chairman remarked that he received the notice of ISO/TMB meeting about an item of the Floating pneumatic rubber fender in the Draft Agenda, suggesting the change of the title of the standard based on the claim of individual company who felt this standard would be against their products. The Chairman of TC8 requested ISO/TMB to withdraw this item from Draft Agenda of TMB meeting as he will try to change the title in the TC8.
 
Mr. Arikawa thanked the Chairman for his quick response despite difficult situation and he announced that there was proposal to initiate the new work item regarding the Low Pressure Floating Pneumatic Rubber Fender soon after the new work item proposal could have submitted to the secretary of SC9. SC9 will proceed the proposal as preparation stage of the draft.
So present title of the standards would be changed to High Pressure Floating Pneumatic Rubber Fender.
 
The Chairman remarked that it was satisfactory for TC8 to have avoided the disaster with ISO/TMB and to have avoided someone remote from making decision.
 
With regard to the target date of two standards, DIS19018 and DIS19019, the Chairman requested to clarify the present status.
Mr. Abram announced that ISO/CS has been waiting the FDIS dafts from SC9 secretariat at the moment.
 
Resolution 216
TC8 officially requests ISO/CS to provide, by 15th November 2002, following status information on FDIS19018 and FDIS19019.
・ Dates ISO/CS requested information from SC9 secretariat
・ Dates ISO/CS received information from SC9 secretariat
Dates of next action to be taken by CS, including publishing of standard
 
With regard to the possible proposals for new work items in SC9, as a Chairman of SC9, Mr. Arikawa has been considering the matter and already prepared the personal conclusion, therefore he announced that SC9 would like to have a unofficial meeting in order to discuss the matter with P-members in delegates right after the Plenary meeting. The chairman remarked that 'Review of existing standards list' should be published as soon as possible.
 
SC 10 Computer Applications (Norway)
 
Mr. Staffan Robertsson, Chairman of SC 10, gave a detailed report of SC10.
 
With regard to ISO/PAS 16917, Data transfer Standard, the Chairman is going to submit the PAS16917 at next IMO/ Diplomatic Conference which will be held in 1st December in order to support the Anti-terrorist Attack issue, therefore the Chairman requested ISO/CS to publish the PAS no later than 1st December.
 
Resolution 217
TC8 noted progress of ISO/CD 16917, Data transfer standard for maritime and intermodal transportation and security, to proceed as a Publicly Available Specification and officially requests ISO/CS to publish the PAS no later than 1st December 2002 to support the presentation to the IMO Diplomatic Conference.
 
Mr. Staffan Robertsson, Chairman of SC 10, (Norway), has formally expressed his resignation as Chairman of SC10, and Mr. Einar Braathu, secretary of SC10, formally nominated Mr. Ornulf Jan Rodseth as the new SC10 Chairman, effective the end of 2007.
 
Resolution 218
Noting the retirement of Mr. Staffan Robertsson (Norway) as Chairman of SC10 at the end of his current term, TC8 members agreed to the appointment of Mr. Ornulf Jan Rodseth (Norway) as the new Chaiman of SC10 by unanimous decision pending confirmation of UK's position by BSI Headquarters.
 
The Chairman thanked Mr. Staffan Robertsson for his long term contribution to TC8 and handed over the memorial present.
 
Mr. Staffan Robertsson pointed out the importance of relation between ISO/TC8 and IACS. The Chairman expressed to continue the good cooperation with IACS for the future .
 
SC 11 Intermodal and Short Sea Shipping (Romania)
 
Mr. Rafael Gutierrez Fraile, Chairman of SC11 expressed his comment for SC11.
He mentioned the necessity for standardization on Intermodal and Short-sea shipping and will search the new work items in this field.
 
7.1 Relationship among TC8 Chairman, Subcommittee Chairmen, Secretaries and ISO/TMB in work progress
 
The Chairman emphasized the basic relation of communication in the normal process of standardization in terms of Project management, among the ISO/TMB, TC8 Chairman, and Subcommittee's Chairmen and secretaries in order to make a smooth decision that means one voice response for IMO. In the aspect of administrative matters, Subcommittee's Chairmen and secretaries could report and discuss with ISO/CS, but in the aspect of Project management matters in TC8 should report and discuss only with TC8 Chairman, not to bring to the ISO/CS directly.
 
Mr. Abram introduced 8N970, especially page 6, an article of TC8 activities, reported by new Secretary General of ISO.
