1. OPENING OF THE MEETING(9.00 hrs)
The Chairman of TC8, CAPT.Charles H. Piersall, opened the meeting with the traditional blowing of the boatswain's pipe.
 
2. ROLL CALL OF PARTICIPANTS
・8 N 967 Preliminary list of participants
 
The Chairman asked for self-introduction by each of the delegates and also asked them to submit their business cards to the Secretary for distribution to all the members. 22 participants attended the meeting from 8 member countries(China, Japan, Korea Rep.of, Norway, Spain, Turkey, UK and USA). The attendants List is annexed to this report. Apologies have been received from IAPH, PASC, Mr. Abbate(Italy), Ms. Buntrock(Germany), Mr. Chetyrkin(Russia), Mr. Gromov(Russia), Mr. Ruminantsev(Russia), Mr. Szemro(Poland), Mr. Rui Pimenta(Portugal)and Mr. Vieira(Portugal).
 
3. ADOPTION OF AGENDA
・8 N 965 Draft Agenda
 
The draft agenda was adopted after following changes had been made.
 
Resolution 209
TC8 adopts the Draft Agenda in document 8 N 965 after addition of the following items.
1)
Item 5.4 Nomination of TC8 Chaiman
2)
Item 6.3 The Alliance with TC67 and TC104
3)
Item 7.1 Relationship among TC8 Chaiman, Subcommittee Chaimen, Secretaries and lSO/TMB in work progress
4)
Item 10. which is passed to Advisory meeting
 
4. APPOINTMENT OF EDITING COMMITTEE
Resolution 210
The following members are appointed to the drafting committee;Mr. Hime(USA), Mr. Carrell(UK), Mr. Gutierrez Fraile(Spain) and Mr. Ogo(TC8 secretariat)
 
5. REPORT OF THE SECRETARIAT
・8 N 969 Report of the Secretariat
 
5.1 Following-up of previous Resolutions
 
The Secretary of TC8, Mr. Ogo,explained the status of previous Resolutions based on 8N 969.
With regard to Resolution 206, Target dates, will be transferred to the AG meeting for discussion and the result will be reported back to next TC8 Plenary.
 
5.2 Status of Chairman/Secretariat of SC5
 
The Secretary of TC8 reported that the Chairman and secretary of SC5 has been vacant since 1st of May this year because of relinquishment of Denmark.
Also he reported the present condition of the two working items developed in SC6 based on Resolution 21(AG).
 
5.3 Confirmation of new Chairman for SC3
 
The Secretary of TC8 reported that Mr. Thomas M.Hopkins(USA) has formally submitted his resignation as Chairman of SC3, effective the end of 2002.
 
5.4 Nomination of TC8 Chairman
 
The Secretary of TC8 explained that the term of Capt.Pierall as Chairman of TC8 expires the end of 2003 and proposed to decide the next term as Chairman at this Plenary meeting, as it seems too late to wait until the next TC8 Plenary meeting which will be held in late Autumn, 2003.
Each delegates were requested to reply for the secretary's intention and by the voting of each delegates,Capt.Piersall was unanimously elected for another term of three years.
Lastly, Secretary of TC8 requested Capt.Piersall to accept the Chairman of TC8 for the another three years term and Capt.Piersall has accepted the same.
 
Resolution 211
Noting that current term of TC8 Chairman expires at the end of 2003, the members of TC8 recognized the excellent leadership of our Chairman and unanimously elected Capt. Charles Piersall as Chairman of TC8 for another term of three years ending December 2006.
 
6. Chairman's Report of new Topics from 34th AG meeting
・ 8 N 968 Appointment of Subcommittee Chairman in TC8/SC11
 
6.1 Introducton of New SC11 Chairman
 
The Chairman introduced Mr. Rafael Gutierrez Fraile, New Chairman of SC11, Intermodal and Short-sea shipping, and his back ground and Mr. Gutierrez Fraile made a short speech, especially with regard to strong demand for high speed craft in contrast with road traffic transportation and the need of standardization in this field in terms of intermodal and short-sea shipping. The Chairman of TC8 asked the delegates to help Mr. Gutierrez Fraile, SC11 Chairman, of his important work, by nominating the experts from the P-member countries in TC8.
 
6.2 Announcement of New Advisor to Chairman on maritime security
 
The Chairman explained that he has appointed Mr. Roger Butturini as the special advisor to the Chairman of TC8 for Maritime Security/Anti-Terrolism activities in TC8 in June this year and Mr. Butturini is expected to be a coordinating source of information on TC8 standards development activities related to Maritime Security/Anti-terrorism for the standing and personal relationship with the IMO and IAPH and an increasing relationship with both ILO and WCO(World Customs Organization).
 
6.3 The Alliance with TC67 and TC104
 
The Chairman explained that TC8 has already signed the strategic alliance MOU in 2000, the first such undertaking between Technical Committees in ISO history, with TC67(Materials, equipment and Offshore Structure for the Petroleum and Natural Gas Industries).
The "strategic alliance" concept has recently adopted by both the Chairs of TC104(Freight Containers) and TC8. The Technical committee chairs of ISO/TC8, Capt, Charles Piersall, and ISO/TC104, Capt. Michael Boniman, signed a "strategic alliance" Memorandum of Understanding between their two Technical Committees on 2002-06-20.
 
The Chairman expressed that in terms of strategic control for proceeding the work in TC8, it would be better way to establish the necessary MOU with other TCs rather than ordinary liaison method.
