III. Project Items and Effects:
1. Phase I Project of Short-Term Plan: It costs about NT$500 million.
(1) The length of the seawall is about 2,155 meters.
(2) The depth of the seawall is 8 meters down to the sea.
(3) The area within the seawall is 50 acres.
(4) The seawall project was commenced in March 1990.
(5) The seawall project was completed in November 1991.
(6) The wastes were transported to fill the site in July 1991.
(7) The filling was completed in October 1996.
(8) A disposal of 4.5 million cubic mete' wastes in total was completed.
 
2. Phase II Project of short-Term Plan 
To be suspended temporarily for the moving of Hungmao Kang Village.
 
3. Region I Project of Medium-Term Plan: It costs about NT$570 million.
(1) The length of the seawall is about 1,650 meters.
(2) The depth of the seawall is 8 meters down to the sea.
(3) The area within the seawall is 50 acres.
(4) The seawall project was commenced in September 1995.
(5) The seawall project was completed in July 1997.
(6) The wastes were transported to fill the site in November 1996.
(7) The filling is expected to be completed in June 2000.
(8) It is expected that a disposal of 3 million cubic meter' wastes in total will be completed.
 
4. Region 2 Project of Medium-Term Plan: It costs about NT$1.4 billion.
(1) The length of the seawall is about 3,133 meters.
(2) The depth of the seawall is 8 meters down to the sea.
(3) The area within the seawall is 120 acres.
(4) The seawall project was commenced in May 1998.
(5) The seawall project will be completed in August 2001.
(6) It is expected that the wastes will be transported to fill the site in July 2000.
(7) The filling is expected to be completed in December 2006.
(8) It is expected that a disposal of 13 million cubic meter' wastes in total will be completed.

5. Other relevant projects: It costs about NT$800 million.
(1) Road Project:
○ Road around the site: The road is 30 meters wide and 3,320 meters long.
○ Road connection outside: The road is 26 meters wide and 530 meters long.
(2) Drainage Project:
○ Drainage pipeline: It is 10 meters wide and 2,200 meters long.
○ Drainage ditch outside the site: It is 1 meter wide and 3,000 meters long.
(3) Landscape Project:
○ By-the-water landscape project along the drainage pipeline
○ Planting project on the newly derived land.
○ Lighting and recreational projects of the newly derived land.
(4) Other Projects:
○ Project of management facilities
○ Environmental monitoring and compensation to local citizens
○ Renewal of project machines and equipment, and maintenance fees of project
(5) The projects are expected to be commenced in June 2000.
They are expected to be completed in December 2002.
(6) The citizens' recreational and activity places will be increased.
(7) The drainage problem of the neighboring communities will be improved.
(8) The projects will improve the poor environmental quality in the past, such as effects of soil transportation and construction trucks towards the neighboring communities.
(9) It enhances the prosperity of the neighboring communities.

IV. Conclusion
The high-degree economic growth has brought about the industrial and metropolitan development. People have to think of an appropriate outlet for the great numbers of harmless business wastes and construction wastes, lest they will pollute the environment.
 
The implementation of South Star Plan is the first example of waste disposal by adoption up of a seawall along the coast before filling of wastes. Through the perfect planning, design and the relevant departments' spiritual, material and technical assistance, South Star Plan started its implementation smoothly under the concerns of various fields. The development of South Star Plan can appropriately deal with the Kaohsiung territory's construction wastes derived from rapid economic growth, making the wastes not be discarded in the rural open space or dumped at a corners of the city, and then the city appearance is not affected and no pollution is caused for the second time. The plan also protects the citizens of the old tribes along Talinpu and the teachers and students of Feng Lin Junior High School, who are immune to the threats of sea waves. Besides, the newly derived land can increase the area of the city and can be used for promotion of municipal construction. It can be said that the plan has a lot of functions itself. Therefore, the promotion of South Star Plan should be a typical example for other departments to deal with the wastes.
 
In addition, apart from getting assistance and help from the relevant departments, the promotion of South Star Plan also receives financial and administrative assistance from the Council for Economic Planning and Development as well as the Department of Environmental Protection, Executive Yuan.
