Abstract
Kaohsiung is an industrial and harbor city. With the rapid economic growth, the industrial and metropolitan constructions develop prosperously. A lot of waste soil was created from construction, and large volume of harmless business wastes were produced. There is no appropriate disposal way of these wastes. How to deal with these wastes appropriately is the most important work of environment protection, therefore Talinpu reclaimed land is part of its function. Offshore Airport Plan will be the final goal.
 
As typhoon comes, Talinpu area is attacked by storm and flooding of sea water. Waste disposal site is established in Talinpu since 1980. It has been ten yerars since Talinpu Wasters Disposal Site was open for use in Octoer 1990. It can be said that the area has the functions of waste disposal, keeping the nice appearance of the city, prevention of flooding by sea water, protection of the lives and properties of local citizens, and increase of urban area, creating the waterfront industry, and establishing an Offshore Airport for passenger and air cargo transportation, etc.
 
The new way of reclamation can also prevent pollution of sea region and match the recreational facilities and plans, offering for citizens a space for waterfront, recreation area and also provide an offshore airport for preventing noise pollution and waste air pollution from the local city area. Besides that, the Global Logistics i.e. Air and Sea transportation intermaodal was built. All petro-chemical plants are moved toward offshore. The multi-functional solutions of the plan is called "South Star Plan" of Kaohsiung.
I. Origin and Aims of the Plan
1. Origin of the Plan
Kaohsiung City is an industrial city as well as a harbor metropolis. There are great numbers of factories standing in the city. With the rapid economic growth, the industrial and metropolitan construction develop prosperously. There is a lot of waste soil created from construction, and large volume of harmless business wastes created. Up to now there is no appropriate disposal way of these wastes sought out. They are discarded in the waste land, or just piled up at a corner in the city, The dirtiness and mess caused not only affect the quality of environment, but also create public harm for the second time, increasing the cost of social pollution. Therefore, how to deal with these wastes appropriately is the most important work of environmental protection.
 
Talinpu area is situated at low-lying land. Every year when typhoon comes, the area is attacked by storm and flooding of sea water. The lives and properties of local citizens not protected at all. A waste disposal site was established in Talinpu since June 1980. There was a temporary coastal (soil) seawall built to protect the safety of the old tribes of Talinpu and all the students and teachers of Feng Lin Junior High School, It also provides the area with a space for disposal of construction wastes derived from the prosperous development of various kinds of construction after the Kaohsiung city was reorganized to be a special municipality.
 
It has been ten years since Talinpu Construction Wastes Disposal Site was open for use in October 1990. According to the statistics, there are about 6,000 truck times of wastes for disposal every month, and about 50 more acres of new land are derived. The area has the functions of waste disposal are, keeping the nice appearance of the city, prevention of flooding by sea water, protection of the lives and properties of local citizens, and increase of urban are, etc. However, the burial of this waste disposal spot adopt the traditional way. The wastes are step by step dumped filling along the coast towards the sea. And there is no protective seawall built, making the wasted always washed away by sea waves. Unless the creation of newly derived land gets slow, it is difficult to control the expected effects. The wastes being washed away by sea waves pollute the neighboring sea regions. It spoils the original good intention of the establishment of the waste disposal site. Therefore, there is a new idea of establishing a seawall by the coast in order to replace the waste disposal site with the traditional piling up of wastes. A seawall is then first built at the outer sea region of the waste disposal site so as to provide a space to be filled with the wastes created from construction. Its functions not only are the same as those of traditional waste disposal site, like waste disposal, keeping the nice appearance of the city, prevention of flooding by sea water, protection of the lives and properties of local citizens and increase of urban area, the new way can also prevent pollution of sea region and match the recreational facilities and plans, offering for citizens a space for recreation, resting and appreciation of sunset. This is just the origin of multi-functional "South Star Plan. "
 
2. Aims of the Plan
According the history and origin of South Star Plan, the aims of the establishment of the plan can be summarized as follows:
(1) To protect the lives properties and-safety of the citizens who are originally attacked by sea waves, solve the problem of dirty and confused coast and change its attacked appearance.
 
(2) To give a perfect re-planning of the waste disposal site in order to meet the needs of the disposal of construction wastes and harmless business wastes within the territory of Kaohsiung City.
 
(3) To assist in solving the waste disposal-problem of important construction project in the Kaohsiung metropolis so as to promote the upgrading of Kaohsiung City to a shiny international city.
 
(4) Apart from increasing the land area of the city, the newly derived land can be offered for municipal construction of an offshore International Airport with the related facilities.
 
(5) To promote the use of stove stones produced by China Iron and Steel Corporation and coal ash produced by Taiwan Power Company as the materials for construction of seawall in order to achieve the recycling effects of resources.
 
II. Contents and Principles of the Plan
1. Geographical Location of Subject Matter: The plan is located at the sea region of the most southern end of Kaohsiung (from the South of southern mole of Wharf No. 2 of Kaohsuing Harbor to the cliff of Feng Pi Tou) .
 
2. Meteorological Conditions
(1) The main directions of monsoon wind of this area in summer and winter are westnorthwestward (WNW) and north north westward (NNW) respectively. In general, the wind direction for the whole year is WNW, The wind speed is between 0.3 and 5.4 meters per second,
 
(2) The months from July to September are the period of typhoon season. The greatest wind speed was recorded as 38 meters per second. The greatest wind speed of the instantaneous period is about 53 meters per second.
 
(3) When taking an estimation that every 100 years is a cycle of earthquake, the maximum acceleration rate of earthquake standard is 0.1g.
 
3. Idea of the Plan:
(1) According to the factors of the seasonal period for the construction of seawall, effectiveness of the construction by wastes, and the approval of budget by the government, etc., the plan is implemented by the development of various regions in various phases. Besides, in order to avoid the construction wastes from being washed away by sea waves and polluting the neighboring sea regions, the filling of wastes is only carried out after the completion of building seawall
 
(2) The filling of wastes of this plan is in accordance with the regulations of "Storage, Clearance, Disposal and Construction Standards of Business Wastes." It mainly allows the receiving of construction wastes, waste soil created from projects, and harmless business, wastes.
 
(3) Since the flying ash inside harmless business wastes has the harmless effect similar to the characteristics of cement. It can be used to replace cement partly to become the construction material of seawall. Besides, in consideration of the importance of water and soil reservation, the stove Stones produced by China Steel Corporation is adopted to replace the natural stone materials to become the back stuffing materials.
 
(4) The replacement of part of the seawall construction materials by stove stones and flying ash not only reduces the unit price of the project, but also solves Taiwan Power Company and China Steel Corporation's disposal problem of wastes created by businesses, and achieves the recycling effects of resources. It can be said that this is a multi-functional project.
 
(5) In order to consider the effects towards the ocean environment, the economicalization of the project, and the convenience of construction, it is suitable for the outer seawall line of the plan to be fixed at the depth of 8 meters.
 
4. Principles of the Plan:
(1) When planning the seawall line, it should be considered that the vertical building of seawall along the coast so as to change the moving route of littoral drift which would create effects to the neighboring sea region.
 
(2) Try to decrease the impacts towards the current environment and effects towards the existing industries and businesses.
 
(3) Consider the future development and maintenance. The construction of seawall takes safety and economicalization as the principles. It should also consider the factor of environmental protection.
 
(4) The design of seawall should take safety as the key importance. Then the environmental protection, convenience of construction and economical saving should be considered.
 
(5) In order to consider the effects towards the ocean environment, the economicalization of the project, and the convenience of construction, it is suitable for the outer seawall line of the plan to be fixed at the depth of 8 meters.
 
5. Contents of the plan
The plan is developed in various regions in various phases, It is divided into two kinds: short-term plan and medium-term plan. Their details are explained as follows:
 
(1) Short-Term Plan (please refer to Figure 1) :
The scope is the sea region between the South of Wharf 2 of Kaohsiung Harbor and the underwater oil pipelines of China Petroleum Corporation. And the water outlet guiding seawall of Talin Power Plant of Taiwan Power Company is the margin. The plan is divided into Phase I Project and Phase II Project.
 
(2) Medium-Term Plan (please refer to Figure 1) :
The scope is the sea region between the underwater oil pipelines of China Petroleum Corporation to Fengpi Tou. In order to meet the right timing for the filling of wastes and the match the construction season, the plan is divided into Region I Project, Region II Project and other relevant projects.
