Appendix 6 RDFs in Vietnam: Building a Model for Sustainable Health Care Services
CONFERENCE OUTLINE
PURPOSE
To find ways and means to develop sustainable revolving drug fund and community health systems in Asia.
OBJECTIVES
・ Present the findings of a study of Vietnam's RDF Project as an example of a SUSTAINABLE community health system that used essential drugs as an entry point.
・ Assess progress to date of RDF projects in participating countries and examine possible future options for these projects in light of the results from the Vietnam study.
・ Prepare county proposals by each participant country, emphasizing core activities for the development of the RDF projects already underway.
・ Discuss and propose a framework for the mobilization of resources for developing sustainable community health systems using the RDF approach.
COUNTRY REPORTS
Reports are prepared by participant countries on progress made against program objectives since the Yangon, Myanmar conference. The contents of reports include:
Issues and challenges that have arisen
Actions taken to address these issues and challenges, particularly in terms of political commitment and legislation
Future plans
FIELD VISIT
It is planned to visit one or two communes in the Ba Vi District of Ha Tay Province (about a seventy-minute car ride from Hanoi) that have received Nippon Foundation and UNICEF support. Objectives of site visit include:
・ Introduce conference participants to the rural communes of Vietnam, where most of RDF Project's activities are being carried out.
・ Briefly examine the operations of RDFs and health services at the commune level through relevant records and documentation.
・ Formulate relevant questions and identify issues and concerns for subsequent discussion.
