Appendix 5 GUIDELINES FOR DEVELOPING COUNTRY PROPOSALS AT THE 3RD INTERNATIONAL MEETING ON ESSENTIAL DRUGS
 HANOI, 29TH-31ST OCTOBER 1997
 
 After selecting your facilitator and Rapporteur, review the following questions and try to answer them. Record your responses so it can serve as an outline for preparing your proposal and your presentation to the plenary.
 
1. What is the main aim for continuing the RDF project?
2. What are your short-term objectives for the next program/fiscal year
3. What are your medium term objectives and what do you consider as medium term?
4. What strategies do you plan to employ to achieve the short and medium term objectives?
5. List the key activities that you plan to carry out during the next year?
6. List the key activities that you plan to carry out during the next phase of the project?
7. How will you measure the achievements of your objects?
8. How do you plan to monitor the implementation of your strategies and activities?
9. What resources will you require in the following areas indicating the source of funding for these areas and justification for seeking funds from such a source?
 
・ Manpower
・ Commodities, materials and equipment
・ Training and capacity building
・ Supervision
・ Strengthening management capacity of the health services (Decentralization)
・ Policy development and implementation
・ Development of the Pharmaceutical Sector
・ Technical assistance
 
10. What do you envisage as the potential impacts of your project on the quality of services, the health care delivery system, the policy and management framework of the MOH and on the achieving the goals of “Health for All by the Year 2000"?
11. What are the main constraints that you anticipate experiencing during the implementation of the project.
12. What is the approximate time frame for your project and why did you select such a time frame?
13. How do you plan to sustain the project after the conclusion of the project activities?
14. Any other comments/suggestions/recommendations to help achieve your plans.
