Forum participants recommended that implementing organizations and/or institutions should communicate to contact points of ARGO implementation (hereafter 'ARGO partners') of each countries with their deployment plan accompanied with sufficient information including simulation of floats' migration at the same time of their official application enabling ARGO partners to assist their countries' officials for favourable decision. Forum participants agreed to serve as interim ARGO partners of their own country until appropriate responsible are appointed. They also expressed their supports to the deployment plan of ARGO floats proposed by the JAMSTEC and FORSGC and their expectation of return benefits to the region.

Forum participants noted with admire that SOPAC Secretariat stationed in Suva, Fiji, took initiative to convince its member governments on benefits of ARGO floats operation in the region and already obtained some of their favour in written form which would be a helpful support document for official applications. Forum participants encouraged regional intergovernmental bodies to consider in developing favourable atmosphere for ARGO floats operation in their regions similar to the initiative taken by SOPAC Secretariat.

 

3. Data and Information

Forum participants were briefed at various occasions about the planned data acquisition and transmission from ARGO floats in the sea to a data receiving center, and how would they be processed and distributed to end users. They felt that the planned data flow scheme seems reasonable, but questioned about duration of delivery in quality controlled real-time data and delay-mode data. It was explained that the real-time data be delivered to user community within two-three days but delay-mode data over a fortnight. It was also explained that the most of the south Pacific region is not adequately covered by neither the main trunk network nor the regional circuit of the Global Telecommunication System (GTS) which is believed to enable prompt and effective data exchange. Taking into account the usefulness of oceanographic data to presume ocean conditions in the region, Forum participants recommended that organizations and/or institutions involving in oceanographic data handling and distribution should consider to shorten delivery time of quality controlled data to the region and to assist countries in the region to strengthen their capabilities to full use of oceanographic data.
