In addition to the excellent work MIRC has undertaken in developing information technology, they have also been applying this technology to Japanese oceanographic data, supporting JODC by considerably improving the quality of much of the existing data held by JODC, through rigorous checking using advanced scientific principles and the newly developed quality control checking and analysis tools.
MIRC has been developing a very sophisticated marine data quality control software application that is now being used in a number of countries around the region including the China Oceanographic Data Center in Tianjin, the Pacific Oceanographic Institute at Vladivostok, the Vietnam Oceanographic Data Center at Nhatrang and Hanoi, the Philippines Oceanographic Data Center at Manila and also at the University of the Philippines. One of the benefits of MIRCs activities in the region with the distribution of the quality control application is the standardisation of data processing that arises from the use of a single tool. The general lack of standards in marine data processing is one are of considerable concern to the IODE community. MIRCs efforts in this regard are significantly assisting the introduction of standard methods of processing,' benefiting the entire marine community.
In addition to this, personnel from MIRC have visited a number of countries, including Australia, providing demonstrations of their software tools, informing scientists of the activities of MIRC and giving a number of presentations on marine data management. Through these efforts, MIRC has been able to successfully increase the visibility of the IODE program in the Western Pacific region and significantly increased the knowledge and understanding of the importance of effective marine data management.
The management of marine data is a complex and difficult process. It is also vital to the effective understanding of many of the major issues confronting the global community in terms of climate change and the management of the presently unsustainable marine resources. The activities of MIRC are complementary and supportive of the IODE program and MIRC has been able to very rapidly make significant improvements to marine data management activities especiaily in the Western Pacific region. The concept, first developed in Japan with the foresight of the Japan Hydrographic Association and the Nippon Foundation, is one that the IODE community strongly supports and hopes will continue to operate.
I wish MIRC the very best and hope that their efforts of the past will continue into the future in this essential area of ocean science.
この優れた仕事に加えて、MIRCは情報技術を増進させ、その技術を日本の海洋データに適用して、JODCを助けてその保有するデータの品質を顕著に向上させた。そのために、MIRCは進歩した科学的な原理を用い、また合理的な新しく開発した品質チェックと解析の技術を発展させた。

このことに加えて、MIRCの研究者は、オーストラリアを初めとして、多くの国を訪問しており、開発したソフトウェアのデモンストレーションを行い、科学者にMIRCの活動の紹介を行い、海洋データ管理に関する数多くの発表をしてきた。このことを通して、MIRCはWESTPAC地域において、IODEプログラムの理解の増進を成功裏に行い、効果的な海洋データ管理の重要性についての知識と理解を深めてきた。
海洋データの管理は複雑であり困難なものである。それは、気候変動にかかわる国際社会、また現状では保全されていない海洋資源の管理にかかわる国際社会において、本質的に重要である。MIRCの活動は、IODEプログラムを補足するものであり、サポートするものである。またMIRCは、特に西部太平洋域において、海洋データ管理の活動の著しい増進を短期間の内に成し遂げてきた。この概念は、日本水路協会と日本財団の先見によって、初めて日本で発展させられたものであり、IODE社会はこれを強く支持するものであり、この活動がさらに続くことを期待している。
