The Intergovernmental Oceanographic Commission's (IOC) Committee on International Oceanographic Data and Information Exchange (IODE) has been coordinating the management and exchange of marine data for over 30 years. For much of this time, the IODE program has operated at the national level almost exclusively with the countries identified National Oceanographic Data Centre (NODC) or through their national IODE representative. In the past 5 or 6 years the IODE program has attempted to become more open in its activities and broaden its activities through the inclusion of agencies outside the traditional NODC network. This philosophy has now been strongly endorsed by the IODE Committee at its XVI Session held in November 2000 in Lisbon, Portugal. One of the catalysts for this change has come as a result of the very successful developments in marine data management undertaken in recent years in Japan.
In 1996, senior marine data managers from around the world were invited to attend a Marine Data Management Workshop hosted by the Japan Hydrographic Association at the Japan Hydrographic Department in Tokyo (sponsored by the Nippon Foundation). This workshop discussed a number of marine data management issues including the increasing concern that NODC's in some countries were unable to support the broad needs of the marine data user community. In particular, the development of user-focussed, specialist data and information products was an area where support was sometimes lacking and some data centres were also having difficulty handling the large increases in volumes of data available from the marine community. In addition to this, important issues such as the checking of data for quality and also the rescue of data likely to be lost where also considered important and areas where some of the IODE centres were not supporting well.
Partially as a result of this Workshop, and due to the very real need to improve the development of specialised marine data products and services in Japan, the Japan Hydrographic Association, together with the Nippon Foundation established the Marine Information Research Centre (MIRC) in Tokyo. MIRC was created to overcome the shortfall in the marine data management capabilities discussed at the Tokyo Workshop and to both improve and promote the concept of marine data management through the development of tools and high quality data sets.
This objective has been very successfully achieved through the establishment of MIRC as a specialised centre to support the development of improved information technologies and capabilities for the management of marine data and information. MIRC has supported both the national (Japan) and international marine data communities with its efforts. With generous financial support from the Nippon Foundation and with a highly skilled team of professional staff with expertise in oceanography and information technologies, MIRC has come to the forefront of marine focussed information technology development over the past few years.
ユネスコ政府間海洋学委員会(IOC)の国際海洋データ情報交換システム(IODE)は30年以上の期間にわたって、海洋データの管理と交換についての方向付けと調整の仕事をしてきている。このほとんどの期間において、IODEプログラムは各国の国立海洋データセンター(NODC)またはそれに代わるIODE対応機関によって運用されてきており、国家レベルの活動に限定されてきた。しかし、最近の5〜6年においては、プログラムの運用をもっと開かれたものにする試みがなされ、伝統的なNODCネットワークの外にある機関をも包含するようになってきた。この考え方は、2000年11月にリスボンで開催されたIODE委員会の第16回総会で、強力な支持を受けた。このような変化をおこす触媒の作用をしたものの1つが、日本での最近の海洋データ管理の発展における著しい成功である。
1996年、世界中から代表的な海洋データ管理者が、日本水路協会が主催して海上保安庁水路部で開かれた海洋データ管理ワークショップに招かれた(このワークショップは日本財団の援助による)。このワークショップでは、種々の海洋データ管理の問題が議論されたが、その中に、幾つかの国で、データセンターが海洋データのユーザーの拡大するニーズに答えきれなくなってきているという問題が含まれていた。特に、ユーザーの目的に応じた専門的データや情報のプロダクトの提供はほとんどなされておらず、また海洋学社会から提供されるデータ量の著しい増加は、データセンターによっては、その取扱に困難を生じさせている。このことに加えて、データの品質チェックのような重要な問題や、重要であるのにIODE関連センターには集められずに失われてしまいそうなデータの救済の問題への対処は、十分には行われていないのが現状である。
1つにはこのワークショップの成果として、また高度の海洋データプロダクトやサービスの向上の日本における必要性に基づいて、日本水路協会は、日本財団の援助の下で、海洋情報研究センター(MIRC)を東京に設立した。MIRCは、上に述べたワークショップで議論された海洋データ管理能力上の不備を克服するために、また手法の開発や高度のデータセット作成を通して海洋データ管理の概念そのものを改良し増進させるために、設立されたのである。
この目的は、海洋データ情報に関する改良された情報技術と能力の発展をサポートする専門的センターとしてのMIRCの設立によって、成功裏に成し遂げられつつある。MIRCは、その努力によって、日本だけでなく国際的な海洋データ社会を支えてきた。日本財団の豊富な資金援助と、海洋学および情報技術に経験をもつ専門的スタッフによる熟練チームを要することによって、この数年間MIRCは海洋に焦点を当てた情報技術の最前線となった。
