1 Ho Chi Minh City's Master Plan 2020

 

1.1 Development Concept of HCMC Master Plan

 

Ho Chi Min City's Master Plan 2020 is the lasted authorized master plan approved by the Prime Minister of Vietnam in July 1998.

The Master Plan 2020 was formulated to reflect an emerging trend of rapid increasing population and foreign investments in HCMC and its surrounding areas. It has a wider perspective of 30〜50km radius from the city center covering parts of its surrounding province.

The Ho Chi Minh Master plan 2020 has following characteristics and population scale:

The Master Plan should take into consideration not only the city are but also relations in the southern economic key area including HCMC and related provinces.

Ho Chi Minh City is to be redesigned that it should play a role of a major economic development center in the southern economic key area of importance for the whole country and Asian region.

The estimated population of HCMC in 2020 is around 9 million people for infrastructure preparation. The population of the inner city (12 districts) are to be controlled within the limit of 3.6 million people in 2020 and afterwards. The rehabilitation and renewal of the inner city area should ensure removing around 0.7 million persons, reducing construction density, improving working and living conditions, upgrading infrastructure for solving the urban environment pollution problem.

The population is to be distributed approximately 2.65 million people in newly developed urban area (5 districts) for decentralization of the inner city's population and new development.

Out of boundaries of new districts, there are another suburb 5 districts. In this area there are new towns related with concentrated industrial parks (Cu Chi, Tan Quy, Muong Chuoi, etc). The population is to be distributed 2.75 million people in these suburban area, of which around 2 million in new towns and 0.7 million in the rural area.

The existing industrial parks shall be rehabilitated and upgraded. At the same time, 12 concentrated industrial parks, processing zones and high-tech parks shall be developed in new districts and suburb districts.

Population of satellite cities, and other cities surrounding HCMC is estimated at over 3 million people distributed mainly 4 urban clusters: Bien Hoa, Nhon Trach (Dong Nai), thu Dau Mot (Binh Duong), Tan An - Ben Luc (Long An).
