And I hope for a close cooperation among us to conduct a feasibility study for HCMC.

Thank you very much. It is time to close but I would like to conclude several points in addition to mentioned suggestions.

I think it is significant to develop support services in line with transport mode like bus and railway. And secondly, traffic demand management will be inevitable for the future. Thirdly, land use policy or population density policy will be also inevitable. Fourthly, it takes time to construct a mass transit system. I think the realization will be ten years later. And in ten years, your competing factor is not just motorcycles, but more for the cars. And it will be very significant.

It is impossible to give a general conclusion right now, but, anyway, I would like to make a small conclusion for suggestions today. It is clear that there is a huge demand in HCMC and perhaps in Hanoi also. But it is unclear about how we will realize it. It is suggested that we should continue the existing studies, JICA studies, German studies, French studies or English studies in order to define what to do and how to do.

 

2.5. Closing Remarks by Mr.Vu Hung Viet, Vice Chairman of HCMC People's Committee

 

In friendly atmosphere, this Seminar on Mass Transit Development Strategy in HCMC has been successful. On behalf of HCMC People's Committee, I would like to thank for the profound concern and guidance of the Vice Minister of Transport. I also would like to thank for the close concern, the participation as well as friendly and cooperating speeches of the Minister of Embassy of Japan and the Chairman of JTCA and all the participants in this Seminar.

In this Seminar, we have listened to precious opinions of the Professor Hitoshi IEDA of Tokyo University in terms of "The requirements of urban transport system development and management". We also have listened to the presentation of Dr.Shizuo Iwata, the Managing Director of ALMEC concerning "An approach to mass transit development in HCMC on the base of the experiences of other countries". We think that these are the useful reports for the next steps of study and project formulation.

Besides, in this Seminar the participants such as the representatives of Planning and Investment Department, HCMC Transport and Public Works Service, Chief Architecture's Office of HCMC, the TEDI South, Vietnam Railway Union III and others have made many compact opinions. To catch up with the rapid development of the city in terms of population, social and economic areas, over the past years the City has concentrated on guiding and conducting the improvement of urban transport situation.

However, the transport situation in the roads and streets meets overload in rush hours is relatively popular at present due to the rapid increase in travel demand. The City is faced with the difficulties such as low and insufficient investment funds and physical bases.
