Transportation has played a very important role in city development, however, its transport network still shows various remaining problems namely: poor quality in terms of technique; out-of-date vehicles; limited land fund for transport, overloaded traffic network in all streets etc.

Lack of road bridges: bridges tend to be weak and narrow in many places that hamper peoples' daily movement; lack of radial trunks, spoke-and-hub trunks: nonexistence of inner, middle and outer ring roads. Main streets in the city don't really meet the designated standard of grade 1 and grade 2 for roads.

・Many of main roads have started to suffer from over capacity during peak hours; density of daily movement is very high with a mixed flow of various traffic means. Consequently, traffic safety is threatened.

・Public transport is suffering from a considerable decline with its very low share, which just meets 2% demand of urban public transport. People mainly travel by bicycles, motorbikes resulting in a mixed, uncivilized and accident-prone transport environment.

・Air pollution as well as smoke, dust and noise in the city together with traffic congestion are on an increase. Under such circumstance, the city's population is increasing, many residential and industrial areas have been forming and developing and traffic is also going up sharply.

 

Orientation towards bus public passenger transport development

Development Goal of the city's transportation up to 2020: Pay an adequate attention to transport network development, improvement of traffic management system creating a precondition for the city to embark industrialization and modernization process. Public passenger transport is expected to play a dominant role in meeting intra-city movement of the people. It is targeted to ensure urban environment and surrounding.

Development of bus transport in the future: (1) Objective: 2001-2005: to strengthen and develop gradually public passenger transport, of which bus transport is expected to account for 5-12%. (2) 2010-2020: Bus transport is expected to share 20-27% demand for daily movement. (3) In terms of service quality: It is target to develop a broad bus network so that it can cover all the main roads of grade 1, grade 2 and the ones in areas with large population. Bus service needs to be convenient, quick, safe, civilized and reliable. (4) Public transport should be affordable and suitable to people's living standards so that they are willing to use public transport instead of their own vehicles.

Main targeted indicators up to 2010: (1) Number of buses: 6,200-8,040, (2) Number of routes: from 140 to 200 routes, (3) The mainstay in service is to consider supply the first. Service should be supplied in a regular, modern and civilized manner. Diversification of bus services and various kinds of fares. Working out a marketing strategy and a fare strategy as well. (4) To meet around 20% demand for intra-city daily movement.
