Agenda Item 6: Consideration and Adoption of the Draft Joint Statement

Joint Statement

 

The Joint Statement on the Establishment and Development of Cooperative Relationships among the Korea National Maritime Police Agency, the Federal Border Services, Russian Federation, the United States Coast Guard and the Japan Coast Guard

 

1. Mr. Lee Gyu Sik, Commissioner, Korea National Maritime Police Agency, General Konstantin V. Totskii, Director, Federal Border Services of the Russian Federation, Admiral James M. Loy, Commandant, United States Coast Guard and Mr. Shogo Arai, Commandant, Japan Coast Guard (hereinafter referred to as the "Heads of the agencies") participated in the "High Level Meeting of the Coast Guard Agencies in the Northwest Pacific Region," held in Tokyo from 20 to 21 December 2000, to discuss the establishment of a framework for multilateral cooperation in the areas of maritime safety, mobility , environmental protection , and combating transnational crime. The Meeting was conducted in a very friendly and cordial atmosphere.

 

2. Recognizing and considering present and future challenges these agencies jointly face, the Heads of the agencies confirmed that the mutual cooperation in the North-west Pacific Region, which has been established and carried out among them, has been effective but that further cooperation is necessary in coping with those challenges. The fields of concern include:

a. Prevention of illegal drug trafficking and other contraband (including weapons and ammunition).

b. Prevention of illegal migration by sea.
