・プロジェクトは毎年見直しが入り、年度末にリマインドされる予定である。
・NURPは、昨年度実績で年間13.5百万ドル(約13.5億円)の予算で実施している。議会認識により、12百万ドルから18百万ドルの範囲で増域がある。なお、人件費などのランニングコストはなくはない。特に管理部門は必要最小限におさえている。
・1995年から1997年までに、1] Health Oceansに関して146件、2] Outresearch/Educationに関して15件、3] Predicting Environmental Changeに関して25件、4] Sustainable Fisheriesに関して54件、5]T echnology Development and Operationsで21件、6] Program Developmentで9件のプロジェクトを実施した。年間約90件のプロジェクトが採択されている。
・近年は、NURPにフォローウインドが吹いているが、来年は大統領選挙の年であり、選挙の年は予算的に何があるのかわからない。
・「National Undersea Research Program、Scientific Guidance for FY2000: Funding(1999年4月)」によれば、2000年度のゴールとして以下の5つが設定されている。
GOAL1：In cooperation with NMFS,provide the science basis to maintain healthy fisheries.stocks,and to rebuild protected species.
GOAL2：Achieve sustainable use and conservation of coastal,marine and Great Lake ecosystems.
GOAL3：Improve assessment and prediction through development of improved technology and integrated observations.
GOAL4：Development new value from the sea.
GOAL5：Explore the ocean to better understand now of function and interests with the atmosphere and terrestrial systems.
・メタンハイドレートや海底観測も重要テーマと認識している。NOAA OAR(Office of Oceanic and Atmospheric Research)/Marine Environmental Research(注：NURPはOARの1つの部局、OARはNURPの他に、Environmental Research Program、National Sea Grant College Program、Office of grovel Programをもつ)は、毎年3.1百万ドル(約3.1億円)をShallow water observaturing deep-sea obsevation、Enhancement of undersea vehicesのために要求している。
・ハワイでは、連邦政府ではなく、ハワイ州政府が深層水利用のプロジェクトを支援している。ハワイの深層水が富山や高知と同じようにバイキンがないところから、手間がかからない海藻栽培を可能としている。食料としてよりも薬としての利用を考えている。
・NOAAは商務省(DOC：Department of Commerce)に属するが、民間への技術移転や産業化政策は、一義的な責任としてはない。
