1. Protection of the rights of persons concerned with marine accident inquiries

(1) Advisory services for people concerned with marine accident inquiries

The activities of the nine Marine Accidents Inquiry Association Advisor's offices include offering advice on a wide range of subjects connected with marine accident inquiries and guidelines on how to prevent the occurrence of marine accidents. In fiscal 1998, the association assisted 2,116 people via its Advisor's offices. To broaden awareness, the association also published a pamphlet on its operation.

 

(2) Aids to individuals involved in marine accident inquiry

The association provides aid to enable persons concerned with marine accident inquiries who are on limited incomes to arrange for a marine counselor. In fiscal 1998, the association provided aid to 71 individuals.

 

2. Research related to marine accident inquiries

(1) The association conducts research related to the Marine Accidents Inquiry Law, marine accident inquiry judgments, and accident investigation and research efforts in other countries.

In fiscal 1998, the association conducted research and prepared a report on the legal ramifications for Japan of the IMO assembly resolution regarding creation of the code for the Investigation of Marine Casualties and Incidents. The report was distributed to relevant government ministries and agencies.

 

(2) Solicitation of theses

The association solicits theses on marine accident inquiries or the accidents themselves. Official commendation and monetary awards are presented to the best received. In fiscal 1998, four theses were received. No awards were given.

3. Promotion of public understanding of marine accident inquiries

(1) Publication of a record of inquiries judged by the Marine Accidents Inquiry Agency

The association publishes details on all accidents judged by the inquiry court each year. In fiscal 1998, it published information on all marine accidents handled between October 1997 and September 1998, as well as an index of accidents judged in 1997. These documents were distributed to relevant government ministries and agencies, other associations, educational institutions and research organizations.

 

(2) Publication of marine inquiry judgment digests

The association publishes digest versions of information on marine accident judgments that also include additional information and track charts. In fiscal 1998, the association published its 38th such volume, covering fiscal 1995.
