2. Selection of marine counselors in judged cases
Of the 792 accidents upon which judgments were pronounced by Local Marine Accidents Inquiry agencies in 1998, marine counselors were selected for 123, or 15.5%, of cases, with a total of 220 counselors serving during the period. In terms of category of accident, collisions ranked first, with 178 marine counselors selected to assist with 89 collision cases, or 72.4% of the total, followed by groundings, with 11 counselors selected to assist with 11 cases, or 8.9% of the total; machinery failures, for which 11 counselors were selected for 10 cases, or 8.1% of the total; collisions (single), for which four counselors attended four cases, or 3.3% of the total; and fatalities and injuries, for which seven counselors assisted with four cases, also 3.3% of the total.
Of the 19 accidents upon which judgments were pronounced by the High Marine Accidents Inquiry Agency in 1998, eight, or 42.1% of the total, were attended by a total of 22 marine counselors.
