c) A Maritime Safety Official whose positional calssification was the 6th grade or equivalent, as prescribed in the Public Safety Employment Compensation Schedule (2) called the "Public Safety Employment Compensation Schedule (2) in Article 4, item 4), attached as Appendix 4 to the Law concerning Compensation of Government Employees in the Regular Service, a Secretary of the Marine Accident Inquiry Agency whose positional classification was the 6th grade or above, as prescribedin the Administrative Employment Compensation Schedule (1), or a Ship Inspector or a Licensing Examiner whose positional classification was the 3rd grade or above, as prescribed in the Specialized Administrative Employment Compensation Schedule (called the "Specialized Administrative Employment Compensation Schedule" in Article 4, item 4), attached as Appendix 2 to the same.
d) A professor or an assistant professor of a department of navigation of vessels or operation of marine engines at an university, the Marine Technical College, the Institute for Sea Training or other educational institutions prescribed by the Ministry of Transport Ordinance.
(3) Persons who possessed qualification appointed as a Judge of a Summary Court prescribed by the provisions of Article 44 of the Court Organization Law (Law No. 59, 1947) .
(Qualification for Appointment of Assistant Commissioners)
Article 4. Persons who possess the qualification to be appointed as an Assistant Commissioners of the Marine Accidents Inquiry Agency shall be restricted to come under the items as follows:
(1) Those who have obtained license of First class Marine Officer (Navigation) or First class Marine Officer (Engine);
(2) Persons who obtained license of the Second class Marine Officer (Navigation) or the Second class Marine Officer (Engine) and who passessed the career in one or two or more of the following positions where they experienced not less than for six (6) years in the total period:
a) A Maritime Safety Official, a Secretary of the Marine Accidents Inquiry or Ship Inspector;
