(Date of Enforcement of Marine Accidents Inquiry Law)

Article 1. The Marine Accidents Inquiry Law shall be enforced as from the 29th day of February, 1948.

(Names, Locations and Jurisdiction)

Article 2. Name, location and jurisdiction of Local Marine Accidents Inquiry Agency and their jurisdiction over the case prescribed in Article 19, paragraph 3, of the Marine Accidents Inquiry Law are shown as the attached table.

2. The High Marine Accidents inquiry Agency shall be located in the Metropolis of Tokyo.

(Qualifications for Appointment of Judges and Commissioners)

Article 3. Persons who possess the qualification to be appointed as Judges and Commissioners of the Marine Accidents Inquiry Agency shall be restricted to come under the items as follows:

(1) Persons who have obtained license of First Class Marine Officer (Navigation) or First Class Marine Officer (Engine) (including license of A Class Captain or A Class chief Engineer as prescribed by Article 5, paragraph 1, the Law for Ship's Officers (Law No. 149, 1951) before amendment by Article 2 of the Law to Amend a Part of the Mariners Law and the Law for Ship's Officers (Law No. 39, 1982) and who have two (2) years or more experience after receipt of such license as a captain or a chief engineer of a vessel or vessels having either a Greater Coasting Area or an Ocean-going Area for her or their navigating area or any vessel or vessels which came under the similar categories prescribed in the provisions of the Ministry of Transport Ordinance;

(2) Persons who possess the career in one or two or more of the following positions where they possessed the experience not less than for five (5) years in the total period:

a) An Assistant Commissioner of 6th grade or above of the Marine Accidents Inquiry Agency, as prescribed in the Administrative Employment Compensation Schedule (1) (hereinafter called the "Employment Compensation Schedule (1)" in this item and Article 4, item 4), attached as Appendix 1 to the Law concerning Compensation of Government Employees in the Regular Service (Law No. 95, 1950).

b) A Marine Counsellor;
