MIRC Action Plan in 1999 Fiscal Year

平成9･10年度においてMIRCは、水温･塩分の基礎的な物理量を中心に品質管理ソフトの開発を行い、これを用いて、未収集データを品質管理の後JODCに送付する作業を行い、またJODC保有のデータについても若干の品質管理を実施してきた。また、さらに高度な品質管理ソフトに関連して本州南方と三陸沖をモデルとして水温統計を実施してきた(別掲記事参照)。平成9年度においては、これらの成果を集約して日本近海を中心に北西太平洋を対象とした水温アトラス･データセットの作成を計画している。水深データに関しては、マルティビーム音響測深器のデータの品質管理ソフトの開発を行ってきたが、本年度ではその結果を用いて若干のデータの管理処理を実施すると共に、水深情報を一般ユーザーに提供しやすい形のデータセットの設計とその表示法を検討する。メタデータ付加作業は前2年度に引き続いて行うが、生物･化学関連のメタデータに関しても検討を開始する。
平成11年度に予定している海流データの品質管理ソフトの開発は、全く新しく開始する事業であるが、これは巡視船を初めとする一般船舶が観測している音波流速計(ADCP)の膨大な資料を有効利用しようとするもので、ソフト開発は2年間にわたって実施するが、平成12年度には品質管理済みの資料をもとに海流統計を開始し、平成13年度には日本近海の海流アトラスを作成する計画である。
MIRCの普及啓蒙活動の一環である、一般の人々を対象とする「海洋情報シンポジウム」は、すでに5月12日に第四管区海上保安本部と共催で名古屋で開催した(別掲参照)。このシンポジウムは、通常年2回を予定しているが、本年度はその1回をMIRCの国際活動とも関連させて、マレーシアで開催する。これはJODCが中心となって計画中の“International Conference for the IODE-WESTPAC 99”の国際会議を機会に、関連する問題についての一般シンポジウムを開催しようとするものである。国際活動としては、このほか海洋データ管理関係の国際機関や国際会議に所員を派遣し、情報の収集交換を実施すると共に、機会ある毎にMIRCの研究成果の発表を行うことにしている。
発足以来2年を経過し、若干の出版物や一般向きのデータプロダクツを産み出すことが出来た。そこで、平成11年度の日本海洋学会の春季大会において、これらの成果品の展示と販売を行った。今後もMIRCの情報提供部門の提供する情報･データプロダクツの量･質両面での拡大をはかって行く考えである。
なお、昨年度末を持って業務企画部長の岡田貢が退職し、代わって平尾昌義が就任するなど人事異動があった(別掲参照)。
MIRC developed a quality control (QC) software for basic-oceanographic data such as temperature and salinity. MIRC archived and made quality control on oceanographic data mainly collected by local agencies. These were sent to JODC database as many of these had not archived by JODC. MIRC also made basic quality control on oceanographic data in JODC database by using the QC software. MIRC conducted statistically studies in order to design high-quality QC software, especially for two areas: south of Honshu and to the east of Sanriku Coast. MIRC will compile these control data and create various oceanographic atlases of the western North Pacific emphasizing the seas in vicinity of Japan. In 1998 fiscalyear, MIRC developed QC program for bathymetry data obtained by Multi-Beam Echo-Sounder. MIRC will apply it to real data and add new information to JODC database in 1999. The data-set and data-products on bathymetry for general users are a task of MIRC in 1999. We shall continue our effort establishing meta-data set also in this year.
From this year, we start to design new QC program on data taken by Acoustic Doppler Current Profiler (ADCP) in order to utilize huge amount of data obtained by patrol vessels of Maritime Safety Agency and of other commercial vessels. The design of the program will be continued also in 2000. Statistical analysis would be made in 2000, and an atlas of oceanic current will be compiled in 2001. As one of MIRC's tasks is popularization of oceanic knowledge, we held the Marine Information Symposia in Nagoya on May 12. (See a relating article in this News Letter.) Another symposium will be held in Malaysia in November at the time of the International Conference for the IODE-WEST-PAC 99. MIRC will send its staff to International Ocean Data organization and conferences also this year, in order to make information exchange and to present our study results. During about two years after MIRC establishment, we published several publications and various data product. We displayed these in the Spring Assembly of the Oceanographic Society of Japan. We shall expand such activities in 1999.
Mr. M. Okada, head of MIRC Planning Division retired at the end of the last fiscal year, and Mr. M. Hirao gets this position at April 1, 1999. The new structure of MIRC will be introduced in the last part of this News Letter.
