「混迷するロシア政局と今後の日ロ関係」
エリツィン大統領は、権力基盤を強化して有力大統領候補に浮上したプリマコフ首相を解任した。プリマコフ解任に始まったロシア政局の変動は、年末の下院選挙、さらに来年中旬の大統領選挙をにらんだもので、権力保持を図ろうとするエリツィン政権の末期的症状を示している。一方、クラスノヤルスク合意で大きく動き始めた日ロ関係については、ロシア政局混迷化の影響を受け、2000年末までに国境線を画定した上で平和条約を調印するとの日本側が描くシナリオの実現が極めて困難な状況になっている。
"The Situation in Russia and Russo-Japanese Relations"
In an attempt to strengthen his own political base, President Boris Yeltsin released his Prime Minister, Yevgeniy Primakov, who had emerged as a leading presidential candidate. Changes in Russia's political situation beginning with Primakov's ouster run counter to the fair conducting of the State Duma elections at the end of the year and the presidential elections in the middle of next year. They also spell the demise of the Yeltsin regime despite its efforts to maintain power. This bewildering political situation in Russia is exerting a negative influence on Russo-Japanese relations, which had started to see progress with the Krasnoyarsk Agreement. The prospects are now very slim for the signing a peace treaty by the end of 2000 based on a definition of national borders along the lines envisioned by Japan.
