Any member body of a Wide-Area Union that is dissatisfied with the amendment of the agreement under paragraph 4 of Article 291-3 with regard to matters under item 9 of paragraph 1 of Article 291-4, may put forward an objection to the chief executive of the said Wide-Area Union within thirty days from the day notification was received in accordance with paragraph 4 of Article 291-3.

When an objection has been made under paragraph 1 of this article, the chief executive of the Wide-Area Union shall make a decision in consultation with the assembly of the said Wide-Area Union. When an objection has been made under the preceding paragraph, the chief executive of the Wide-Area Union shall consult the assembly of the said Wide-Area Union and either amend the agreement or take other necessary measures.

The assembly of the Wide-Area Union shall give its opinion within twenty days from the day the matter was submitted for consultation in accordance with the preceding paragraph.

 

(Application of Provisions regarding Partial Unions)

 

Article 291-13

Article 287-3 and Article 289 shall be applied mutatis mutandis to a Wide-Area Union. In such case, "Article 286 or the preceding article" in Article 289 shall read "paragraph 1, 3 or 4 of Article 291-3 or paragraph 1 of Article 291-10"

 

Section IV. Total Unions

 

(Total Unions)

 

Article 291-14.

A Total Union that wishes to remove a member town or village, or to amend its agreement, shall determine the said change by a resolution of its assembly and shall obtain the approval of the governor of the To, Do, Fu or Ken. A Total Union that wishes to add a member town or village shall determine the said change by mutual agreement between the said Total Union and the town or village that is to be added to the membership, and shall obtain the approval of the governor of the To, Do, Fu or Ken.

 

2.

The agreement of a Total Union shall provide for the following matters:

1. The name of the Total Union;

2. The local public bodies composing the Total Union;

3. The functions to be performed jointly by the Total Union;

4. The location of the offices of the Total Union.
