The dissolution of a Total Union shall be determined by a vote of the assembly of the Total Union and submitted for the approval of the governor of the To, Do, Fu or Ken.

 

4.

If actions under paragraph 1 or the preceding paragraph of this article necessitate disposition of property, such disposition shall be made by the mutual agreement of the local public bodies concerned and the Total Union, or by a resolution of the assembly of the Total Union.

 

5.

Mutual agreements under paragraph 5 of Article 284, paragraph 1 and the preceding paragraph shall be determined by a vote of the assemblies of the local public bodies concerned or by the assembly of the Total Union, as the case may be.

 

Section V. Clerical Unions

 

(Clerical Unions)

 

Article 291-15.

The agreement of a Clerical Union shall provide for the following matters:

1. The name of the Clerical Union;

2. The local public bodies composing the Clerical Union;

3. The functions to be performed jointly by the Clerical Union;

4. The location of the offices of the Clerical Union;

5. The composition of the assembly of the Clerical Union and the manner of election of its members;

6. The manner of defrayment of expenses of the Clerical Union.

The dissolution of a Clerical Union shall be by the mutual agreement of the local public bodies concerned, and shall be reported in advance to the governor of the To, Do, Fu or Ken.

 

3.

Mutual agreement under paragraph 6 of Article 284, the preceding paragraph and Article 286 or Article 289 applied mutatis mutandis in line with the following paragraph, shall be by a vote of the assemblies of the local public bodies concerned.

 

4.

Article 286, paragraph 2 of Article 287, Article 289 and Article 291 shall apply mutatis mutandis to a Clerical Union. In such case, "item 1, 4 or 7 of paragraph 1 of the following article" in Article 286 shall read "item 1, 4 or 6 of paragraph 1 of Article 291-15, and "Article 286 or the preceding article" in Article 289 as "Article 286 or paragraph 2 of Article 291-15 applied mutatis mutandis in line with paragraph 4 of Article 291-15".
