Any official or employee of the ordinary local public body appointed by a provisional proxy shall forfeit his or her post when a new chief executive of the said ordinary local public body is elected and assumes his or her post.

 

(Provisional Election Administration Commissioners)

 

Article 252-17-9.

Where neither the election administration commission nor the assembly has been duly formed in a To, Do, Fu or Ken or in a city, town or village, the Minister of Home Affairs or the governor of the To, Do, Fu or Ken respectively, may appoint a provisional election administration commission to perform the office of the election administration commission.

 

(Remuneration of provisional election administration commissioners)

 

Article 252-17-10.

Remuneration for the provisional election administration commissioners mentioned under the preceding article shall be determined in accordance with the customary remuneration for members of the election administration commission of the ordinary local public body concerned.

 

(Reporting of Enactment, Amendment or Abolition of Bylaws)

 

Article 252-17-11.

With the exception of the bylaws under paragraph 3 of Article 3, an ordinary local public body enacting, amending or abolishing a bylaw shall in accordance with the stipulations of cabinet order, make a report of the same to the Minister of Home Affairs in the case of To, Do, Fu or Ken, and to the governor of the To, Do, Fu or Ken in the case of a city, town or village.

 

(Length of Service for pension)

 

Article 252-18.

Each To, Do, Fu or Ken shall, as provided by cabinet order, take a measure to include, in the length of service to be considered in the calculation of annuity or lump sum for an employee under its retirement bylaw, his/her previous length of service as public servant as referred to in Article 19 of the Pension Law (Law No.48 of 1923) or a person treated as such (hereinafter referred to as "public servant"), as employee covered by retirement bylaw of other To, Do, Fu or Ken (including such as simultaneously covered by Article l and 2 of the Law Concerning the Subvention for Pay of the Educational Personnel of Schools Established by Cities, Towns or villages (Law No. 135 of 1948) and hereinafter referred to as "employee of other To, Do, Fu or Ken") or as employee covered by retirement bylaw of a city, town or village who is in any capacity prescribed by cabinet order in the service of a university, senior high school or kindergarten as provided for in Article 1 of the School Education Law (Law No.26 of 1947) or in the educational service of such city, town or village (hereinafter referred to as "teacher of a city, town or village ").
