(Investigation of Financial Affairs)

 

Article 252-17-6.

The Minister of Home Affairs may, when necessary, carry out an on-the-spot investigation of the financial affairs of a To, Do, Fu or Ken.

The governor of the To, Do, Fu or Ken may, when necessary, carry out an on-the-spot investigation of the financial affairs of a city, town or village.

 

3.

The Minister of Home Affairs may give necessary directions to the governor of the To, Do, Fu or Ken concerning an investigation in accordance with the preceding paragraph.

 

4.

The Minister of Home Affairs may carry out an on-the-spot investigation of the financial affairs of a city, town or village if it is considered particularly necessary (in urgent situations etc.), either in accordance with the preceding paragraph or otherwise.

Article 252-17-7.

The Minister of Home Affairs, when necessary in the exercise of his or her authority under paragraphs 1 and 2 of Article 252-17-5 and paragraphs 3 and 4 of the preceding article, or otherwise necessary to ensure the proper operation of a city, town or village, may direct the governor of the To, Do, Fu or Ken to carry out an investigation of specified matters related to a city, town or village.

 

(Provisional Proxy)

 

Article 252-17-8.

In the absence of a person to perform the office of chief executive of the ordinary local public body in accordance with the stipulations of Article 152, the Minister of Home Affairs where the chief executive is the governor of a To, Do, Fu or Ken, or the governor of the To, Do, Fu or Ken where the chief executive is the mayor of a city, town or village, may appoint a provisional proxy from among persons eligible to be elected to the post of chief executive of an ordinary local public body who is resident within the area of the said ordinary local public body, the said appointee to perform the office of the chief executive of the said ordinary local public body.

 

2.

The provisional proxy shall perform all the duties of the chief executive of the ordinary local public body until a new chief executive of the said ordinary local public body is elected and assumes his or her post.
