With the exception of those matters provided for under this Law or a cabinet order founded in this law, Type 1 Statutory entrusted functions regarding laws listed in the upper column of Annex 1 are listed in the lower column of the same respectively: Type 2 Statutory entrusted functions regarding laws listed in the upper column of Annex 2 are listed in the lower column of the same respectively: and Statutory entrusted functions provided for by cabinet order are as indicated in the cabinet order founded in this Law.

 

11.

The provisions of laws and ordinances relating to local public bodies shall be in accordance with the principle of local autonomy and the appropriate sharing of roles by the State and local public bodies.

 

12.

The provisions of laws and ordinances relating to local public bodies shall be interpreted and executed in accordance with the principle of local autonomy and the appropriate sharing of roles by the State and local public bodies. Further, the provisions of laws and ordinances relating to special local public bodies shall be interpreted and executed in conformity with the characteristics of such bodies as stipulated in this Law.

 

13.

In such case that a function performed by a local public body in compliance with the law or cabinet order founded in law is a Local Government function, the State shall take special care to ensure that the local public body is able to perform the function in accordance with the uniqueness of the area.

 

14.

Each local public body shall, in performing its affairs, make best efforts to achieve the maximum effects with the minimum expenses for the welfare of the inhabitants.

 

15.

Each local public body shall always make best efforts to improve their organization and operations and to properly adjust its size with cooperation of other local public bodies.

 

16.

No local public body shall perform its affairs contrary to law. Further, no city, town or village, or special ward shall perform its affairs contrary to bylaws of To, Do, Fu or Ken which comprises it.

 

17.

Any action of a local public body which has contravened the preceding paragraph shall be null and void.

 

(Name)

 

Article 3.

Each local public body shall bear such name as it has hitherto used.

 

2.

The alteration of the name of To, Do, Fu or Ken shall be effected by law.

 

3.

The alteration of the name of local public bodies other than To, Do, Fu and Ken shall be effected by bylaw unless otherwise provided for in this Law.
