GUIDELINES UNDER MARPOL ANNEX VI ON PREVENTION OF AIR POLLUTION FROM SHIPS
Guidelines for on-board NOx monitoring and recording devices
Submitted by Japan
SUMMARY
Executive summary: This document includes Japan's proposals concerning the guidelines for on-board NOx monitoring and recording devices.
Action to be taken: Paragraph 3
Related documents: MEPC 41/8 and MEPC 41/20
Background
1 The Conference of Parties to MARPOL 73/78 was held in September 1997 in conjunction with the fortieth session of the MEPC, and the Protocol of 1997 to amend MARPOL 73/78 to add new annex 6 on Regulations on the Prevention of Air pollution from Ships was adopted. The MEPC was invited to note that a number of guidelines would have to be developed by the Organization under the provisions of annex 6 of MARPOL 73/78 and NOx Technical Code for their implementation. The Committee also agreed to instruct the DE Sub-Committee to deal with technical matters.
Guidelines on tbe NOx monitoring system
2 In the case of engines using additional NOx reduction methods such as SCR, emulsified fuel and water injection system, it is important to monitor the NOx level while in operation. NOx monitoring records can be used to confirm the compliance with the IMO/NOx regulation at the time of periodical and intermediate survey. The guideline on the NOx monitoring system should include the following items.
2.1 Items to be measured:
─ NOx+02(+CO2).
─ The exhaust gas flow and the engine load can be estimated by other engine performance data such as engine speed, turbocharger speed and any other methods suggested by engine builders.
