Citizen autonomy: Citizens are responsible for governing themselves in the way that they think best for their own region.

Corporate self-government: Local public authorities administer their regions with initiative and independence using judgment and responsibility in line with the local situation.

 

・Construction of an administrative system whereby regional administration is determined by the region's citizens themselves (Self-determination), and they themselves shoulder responsibility (Self-responsibility).

・Reform of the administrative system from one that is "uniform and centralized" and stresses national unity and fairness, to one which is "diversified and decentralized" and respects the viewpoint of local residents and regions the viewpoint of local residents and regions.

Issues for the new era

 

1. Responding to the changing international community.

・Increase of global issues requiring multilateral coordination, such as the end of the Cold War and the emergence of environmental problems.

・ National government should concentrate on national issues such as diplomacy and defense, and regional issues should be left to local authorities in charge of the general management of the regions,

 

2. Rectifying the unipolar concentration of functions in Tokyo

・The unipolar concentration of functions in Tokyo leads to the deterioration of the living environment in Tokyo and makes the city vulnerable to large-scale calamities.

・Political and administrative power should be decentralized and at the same time, more measures should be taken to disperse human capital to local regions in order to revitalize local communities and economies.

 

3. Forming regional communities with personality

・In view of the diversification of people's sense of values, public services which exceed the minimum level should be provided by local public authorities so as to match the needs of local residents.

・This would result in local societies full of individuality that match local needs, based on local nature, history and culture.

 

4. Responding to the aging society

・In an aging society, public services such as health, medical care, welfare and life-time education need to be provided comprehensively.

・Municipalities should be responsible for providing public services instead of being controlled by the uniform standards of the central government and its "vertically divided" bureaucracy.
