This refers to your letter dated 10 July 1997 pertaining to Radio Laws on Ship Safety in the Philippines.

 

In this regard, please find the following reply to your questions:

 

1. What are the titles of the laws and regulations to regulate the standards or criteria concerning the radio equipment and navigation equipment for ship?

 

Republic Act No. 3396 (Ship Radio Station Law) and No.3846 (Radio Control Law of the Philippines), which provides the obligatory installation of radio communication equipment on board the Philippine register ships to protect life and property at sea, embodied in the SOLAS 1974.

 

2. What organizations/agencies stipulate and amend the regulations related to the law mentioned above, and carry out the inspection of the radio equipment or the navigation equipment based on the laws and regulations?

 

The National Telecommunications Commission (NTC), an attached agency of the Department of Transportation and Communications, is incharge in the implementation of the radio regulation for maritime radio station and carry out the inspection of radio equipment on board as defined in SOLAS 1974 while Congress of the Philippines is incharge of amending laws.

 

3. Are there any regulations to accept the inspection by the ship classification societies or other civil inspection agencies on the inspection of radio equipment and the navigation equipmenton each ship?
