QUESTIONNAIRES
I refer to you letter dated 10 July 1997 to Mr. Teh Kong Leong, who has re-directed it to us.
2 The answers to your questions are as follows:
Q1. The requirements concerning the radio equipment for ships are stipulated in the "Telecommunication Authority of Singapore Act, 1992" and the "Radio-communication Regulations, 1994".
As regards navigational equipment, the requirements are stipulated in the "Merchant Shipping (Safety Convention) Regulations" (which is our local logislation for SOLAS 74 (International Convention for the Safety of Life at Sea, 1974). In these regulations, navigational equipment are to comply with the respective Performance Standards set out in various resolutions under the IMO (International Maritime Organisation).
Q2. The Telecommunication Authority of Singapore (TAS) stipulates and amends the regulations related to the TAS Act, 1992 and Radio-communication Regulations, 1994, TAS also carries out evaluation and type acceptance approval of radio equipment for ship.
The Maritime and Port Authority of Singapore (MPA) stipulates and amends the Merchant Shipping (Safety Convention) Regulations and a1so carries out evaluation for navigational equipment.
Q3. Classification Societies can act on behalf of MPA in inspection and survey of radio and navigation equipment. And in some case, type approval by Classification Societies permitted to act on behalf of MPA are acceptable on a case by case basis.
Q4. TAS can carry out evaluation, type acceptance and type approval of a single product and/or component of the radio telegraph and telephone equipment for ship. The inspection/survey of ship radio equipment and electronic navigation equipment are carried out by qualified Ship Radio Surveyors.
Q5. The acquisition of the qualification of the General 0perator's Certificate for ships is stiulated in the Radio-communication (Certification of Competency for Ship Station Operators) Regulations, 1995.
