ANSWERS TO QUESTIONNAIRE REGARDING SHIP INSPECTION
1. Laws and regulations to regulate the structures and equlpment for the safety of ships:
These are regulations made under the Merchant Shipping Act (MSA). Most of these are based on IMO conventions eg LL 66, SOLAS 74, STCW 78 & 95, TM 69 etc. For ships below convention size, we have Merchant Shipping (Non-Convention Ships)
Safety Regulations. A list of regulation which contains such regulations is attached.
2. Organizations in the Government which stipulate and amend the regulations related to the regulations mentioned in 1:
Maritime & Port Authority of Singapore (MPA). An organization chart is attached.
3. Inspections entrusted to classification societies:
The following nine classification societies are authorised to conduct surveys and issue certificates on our behalf:

Bureau Veritas
China Classification Society
Det Norske Veritas
Germanischer Lloyd
Korean Register of Shipping
Lloyd's Register of Shipping
Nippon Kaiji Kyokai
Registro Italiana Navale
The power of exemption from requirements of the regulations and extension of certificates is retained by MPA. There is an administrative guidance that Passenger Ships Safety Certificates are to be issued by MPA. MPA also conducts surveys (tonnage, load line, MARPOL, safety equipment and passenger ships) and issues certificates. Singapore registered ferries which are based in Singapore are surveyed by MPA.
4. Organization other than the government and authorised classification societies which can carry out the inspection of ships:

5. System for rationalization (recognized workshops etc):
Practically none, as we do not have an industry of ship's safety equipment, Authorised service stations for inflatable liferafts may issue service certificates to liferafts which they are authorised to service.
6. Acceptance of results of tests conducted by testing agencies other than classification societies:
