For the reply to the questionnaire

 

1. What are the laws and regulate the structures and equipment for the safety of ships?

 

There are mainly four rules in China, they are as follows:

(1) TECHNICAL REGULATION FOR STATUTORY SURVEYS OF SEA-GOING SHIPS;

(2) TECHNICAL REGULATION FOR STATUTORY SURVEYS OF INLAND WATERWAYS SHIPS; (Note: The rules is being drawn up.)

(3) RULES AND REGULATIONS FOR THE CONSTRUCTION AND CLASSIFICATION 0F SEA-GOING STEEL SHIPS;

(4) RULES AND REGULATIONS FOR THE CONSTRUCTION AND CLASSIFICATION 0F INLAND WATERWAYS STEEL SHIPS.

 

2. What organization in the government stipulate and amend the regulations related to the law mantioned above, and carry out the inspection of ships based on the laws and regulations?

 

The statutory rules are stipulated and amended by THE REGISTER OF SHIPPING OF THE PEOPLES' REPUBLIC OF CHINA (hereinafter called The Register) to belong to the governmental organization; in addition, classification rules are stipulated and amended by CHINA CLASSIFICATION SOCIETY (CCS).

The Register entrust CCS to carry out the statutory rules, and CCS carry out the classification rules.

 

3. What parts of the governmental inspection are entrusted to CCS, and how are the grounds therefor specified in the articles of the laws and regulations?

 

CCS can carry out all the statutory surveys and inspections upon the request of the applicants on behalf of the Governments, including China and other countries and region.
