CONVENTION

・Two-tier compensation regime
・Compensation fund to cover cost of loss or damage
・Participate actively in CG of Legal Committee
・Singapore party to CLC 92 and FUND 92
 
HNS CONVENTION
・IMO has yet to have in force the HNS Convention
・Main objectives
- Provide adequate, prompt and effective compensation for loss or damage
・Compensation fund to cover cost of loss or damage
・Monitoring the progress very closely
・Participate actively in CG of Legal Committee
・Singapore is party to OPRC-HNS Protocol
 
CONCLUSION
・Risk of major chemical spill is real
・Be prepared and respond expeditiously and effectively
・Cooperation by all relevant parties in combating and mitigating the chemical spill
・Convention contains essence of adequate, prompt and effective compensation
・Member States to consider to accede to this compensation regime for HNS
