5 REPORTS FROM RAPPORTEURS
 Due to the timing of the IEC meetings, reports from Rapporteurs were provided in a verbal format.
5.1 Progress of technical definition of Class B mobile stations at IEC.
 Mr. A. Stewart provided an overview of the work in WG8A, Class B Mobile Stations. He presented the concerns of 8A in the form of a ppt presentation, which was included on the CD of AIS15. In addition, the current Class B IEC Draft Standard was provided to AIS members on the CD of AIS15.
5.2 Progress of IEC WG14 - Non-shipbased AIS
 Mr. A. Stewart provided an overview of the work in IALA-IECWG14. He noted that the next meeting of WG14 was occurring simultaneously with AIS15 from Sept. 2-7, 2004.
6 ESTABLISHMENT OF WORKING GROUPS AND WORKING GROUP CHAIRS
 Two working groups were established.

7 REPORT FROM TECHNICAL WORKING GROUP
 The Technical Working Group was asked to respond to input documents AIS15/7/2, AIS 15/7/3, AIS15/7/4, AIS15/8/1, AIS15/8/2, AIS15/8/3, AIS15/8/4, AIS15/12/2, AIS15/12/3 and AIS15/12/7.
7.1 Revision of ITU-R M.1371-1 Technical Clarifications towards Ed. 1.5 (Task 3)
 At this moment the document on Technical Clarifications to ITU-R M.1371-1 Ed 1.4 contains the proposed clarifications, additions and changes to ITU-R M.1371-1. New material will be available from AIS15 with respect to FATDMA planning.
 As a result of the IEC work on the standardisation of Class B AIS stations, Fixed AIS stations, and AtoN AIS stations, a number of additional clarifications can be expected. It was decided that the revised draft version of ITU-R M.1371-1 should be submitted, possibly by member administrations, to ITU WP 8B for its meeting in late 2005. A 'road-map' has been made to schedule necessary activities to incorporate the Technical Clarifications, the input from IEC and other material into this draft. A full week intersessional meeting of the TWG will be required and will be organised in April 2005 by the chair of the TWG.
 The Committee agreed that this course of action should be brought to the attention of the Council for approval in the form of this report.
Action Items
 The Secretariat was asked to inform IEC WG8A and IEC WG14 regarding the deadlines for revisions to ITU-R M.1371 to ensure that submission of new material on Class B AIS stations, Fixed AIS stations and AtoN AIS stations are incorporated into the draft revision of ITU-R M.1371-1.
 The Secretariat was asked to bring the intended intersessional TWG meeting to deal with revisions to ITU-R M.1371-1 to the attention of the Council.
 The Chair of the TWG was asked to organise an intersessional meeting of the TWG in April 2005 to draft the revision of ITU-R M.1371-1.
7.2 IALA Guidelines on AIS Volume 2, Ed. 1.2 (Task 4*)
 The German Waterways and Shipping Administration gave a very informative presentation on System Architecture. Further reports are expected during AIS 16 and AIS 17.
Action Item
 The Secretariat was asked to forward AIS input paperAIS15/7/4 - AIS BAS - to AIS 16.
7.3 Co-ordinate requirements and prepare appropriate proposals for submission by National Authorities to ITU regarding frequency spectrum issues on AIS frequencies. (Task 5)
7.3.1 Interference
 There were no new input documents dealing with interference. The Working Group proposed that this work item should be closed and this was agreed by the Committee.
7.3.2 Frequency Spectrum Issues
 There were no inputs on this item, but there were questions and concerns about the capacity of the AIS VHF data link in particular in relation with the introduction of Class B AIS stations. The Chair of the TWG had drafted a paper for another project on this subject and would submit this to AIS 16 for further consideration. This paper however does not include CSTDMA access and the results of simulations from USCG also need to be taken into account.
Action Item
 The Chair of the TWG was asked provide an input paper on capacity to AIS 16 for further discussion.
 D. Pietraszewski was asked to provide an input paper on capacity to AIS16 for further discussion.
7.4 IALA Recommendation A-124, working towards Ed. 1.2 (Task 7)
 The Working Group discussed FATDMA issues relating to A-124. The Working Group reviewed new input documents. To structure the discussion a mind map (AIS15/8/4) was used to incorporate all available input documents in the appropriate chapter of A-124. This work will be finalised during AIS 16.

 The Secretariat was asked to forward AIS15/TWG/WP03 - FATDMA issues - to AIS 16.
7.5 MMSI for AtoN AIS stations and SAR AIS stations (additional item)
 The Working Group reviewed input document submitted by Telenor to ITU (AIS15/12/3) with a proposal for MMSI numbering for AtoN AIS stations and SAR AIS stations. The TWG concluded that the proposed scheme was suitable, but the title of the submission did not fully cover the requirement and proposed a different one. The conclusion was passed to the OPSWG for further consideration. See action under OPSWG report (Section 8.5 refers)
7.6 Long Range tracking (additional item)
 The Strategy Group of the IALA Council charged the AIS Committee to review the AIS Long Range tracking ability (AIS15/4/1rev1). The TWG drafted a briefing paper to inform Council about the ongoing activities on long range tracking. The draft briefing was reviewed and amended by the OPSWG. (Section 8.4 refers)
7.7 Assigned mode to AtoN
 IEC WG14-2 (AtoN aspects) had asked the TWG how to apply the 'Assigned mode' parameter to AtoN stations (AIS15/12/7). The question was deferred to IEC WG14 meeting for further consideration.
8 REPORT FROM OPERATIONAL WORKING GROUP
 The Operational Working Group was asked to respond to input documents AIS15/7/5, 6 and 7 (pertaining to the IALA AIS Guidelines, Volume 1 Part 1), AIS 15/10/1 (AIS Chapter for the IALA NAVGUIDE), and AIS 15/12/4 (Short Safety Related Message functionality of AIS).
 Additionally, the Working Group took into consideration the paper from Telenor (Norway) on MMSI's for AtoN's (AIS 15/12/3) and the IALA reports of IMO NAV 50 and COMSAR 8.
 It also provided comments on a Tech WG paper, providing information for the IALA Council on the long-range ability of AIS.
8.1 Revision of IALA AIS Guidelines Volume 1 Part 1 (Task 4)
 The Working Group updated and finalized the IALA AIS Guidelines, Volume 1, Part 1 (Operational Issues). This revision has incorporated all AIS developments in IMO and IALA since the previous edition 1.2 (December 2002) was issued. The document was reviewed by the Committee and approved for submission to Council (AIS15/Output/03).
Action Item
 The Secretariat is requested to forward IALA AIS Guidelines, Vol.1, Part I (Operational Issues) (AIS15/output/03) Ed. 1.3 to Council for approval.
8.2 Chapter 4 of the IALA NAVGUIDE (AIS)
 The Working Group updated and finalised an earlier revision of the AIS chapter in the IALA NAVGUIDE (Chapter 4) as per request from ANM Committee. The draft chapter 4 was reviewed by the Committee and approved for submission to the ANM Committee (AIS15/output/01).
Action Items
 The Secretariat is requested to forward Chapter 4, IALA NAVGUIDE (AIS15/output/01) to the ANM Committee.
8.3 The use of the short safety related messages in AIS
 The Working Group was asked to further develop and finalize the draft paper developed at AIS 14, examining whether AIS should be used for short safety related messaging, what procedures, precautions and prerequisites would be required and how this was to be coordinated with the World Wide Navigation Warning Service. The WG also took into account comments received from the RNAV Committee (AIS 15/12/4). The working paper was reviewed by the Committee and approved for submission to Council as a proposed draft joint submission from IALA and IHO to IMO (AIS 15/Output/02).
Action Item
 The Secretariat was asked to forward the paper on Short Safety Related Messages (AIS15/output/02) to the IALA Council for approval and then, as appropriate, to IHO, to form the basis of a joint IALA/IHO submission to IMO NAV 51 (June 2005).
 M. Alimchandani was asked to chair an intersessional e-mail correspondence group to define the issue of the inconsistencies between IMO and ITU documentation regarding Binary Messages and provide an input paper for AIS16.
