PREFACE
International Conference on Marine Simulation and Ship Manoeuvrability (MARSIM'03) is arranged in Kanazawa by The Society of Naval Architects of Japan and Japan Institute of Navigation.
MARSIM'03 is presented jointly by International Marine Simulator Forum(IMSF) and International Conference on Ship Manoeuvrability(ICSM).
On the field of ICSM, since the Resolution MSC.137(76) Standards for Ship Manoeuvrability was adopted by International Maritime Organization(IMO), the problems of ship manoeuvring characteristics are being watched with keen interest from a viewpoint of safety of navigation, marine environment and marine disaster. Especially, we have to estimate manoeuvring performance of ship at design stage and also evaluate its characteristics for operation. This conference shall contribute to the design and operation of various ships by covering manoeuvrability, navigation and operation.
We are pleased to acknowledge the good balance between presentations from operators, university, research institute and industry. We are also pleased to be able to provide the Proceedings with coverage of IMSF and ICSM fields related to ship handling, navigation and ship design.
The organizers would like to thank the authors, the chairman, session attendances and members the national and international committees for their efforts and contribution to the conference.
We hope you will find the conference program inspiring and fruitful.

MARSIM'03
PREFACE
In 1990, Fifth International Conference on Marine Simulator and Ship Maneuvering was held in Tokyo, Japan. All participants of MARSIM were people in the field of marine simulator before MARSIM9O. From MARSIM9O, both fields of marine simulator and ship maneuverability cooperated to hold this important international academic conference every 3 years.
International Technical Committee of MARSIM'03 selected excellent papers from over 160 papers that are submitted for MARSIM'03. Finally, over 100 papers are presented in MARSIM'03 in Kanazawa, Japan. This is the biggest conference in the history of MARSIM. Subjects of paper are in the field of Marine Simulator, Ship Maneuverability and ship operation.
MARSIM'03 is 1st MARSIM in 21st Century. It will be expected that the activity of MARSIM will contribute the safe navigation and clean ocean environment in 2 1st Century. They will be realized by the promotion of the studies on these issues and realizing them on the administration. The papers and discussion in this MARSIM will be expected to make the basis of administration on maritime field in 21st Century.
I as Chairman of International Marine Simulator Forum appreciate the authors, all of participants, Japanese association organizing MARSIM'03 and supporting Institutes for their contribution on successful MARSIM'03.
