Theme
Sustainable ocean development and utilization, such as the safe use of sea lanes, stabilization of fishery resources, coastal development for industrials and living activities, development of seabed oil, natural gas and mineral resources, utilization of ocean energy, and gathering of scare elements, are essential to the sustainable development of human society. To this end, maintenance of ocean security and protection of the marine environment and resources are necessary, along with efforts towards scientific and technological development and international cooperation.
The maintenance of ocean security and protection of the marine environment and resources remain cornerstones of sustainable development and great challenges for society in the 21st century. With this awareness in mind, our reexamination of traditional security ideas led us to a new concept of ocean security that would also include perspectives of marine environment protection and peaceful uses of the ocean within an integrated system. We were proud to first explore this concept in 2002 by hosting an international conference in Japan, where specialists from both Japan and abroad were invited to clarify the issues involved as well as to confirm their significance.
This year, we are happy to host a second conference, "Geo-Agenda for the Future: Securing the Oceans", where we will examine the maintenance of security and protection of the environment in specific areas where the major sea lane networks are to be found and beset with development and environment issues, further define the new "Securing the Oceans" concept, and attempt to formulate an action plan for its dissemination and implementation. Experts from international organizations and the countries of the Asia-Pacific region including Japan will participate and provide further insights in this conference.

国際会議の概要
会議名：地球未来への企画“海を護る”
―海洋の平和維持と環境保護のための法的・政策的枠組と行動計画―

開催趣旨：人類社会の持続可能な発展のためには、海上交通路の安全利用、漁業資源の安定的確保、生活・産業空間としての沿岸域開発、海底に存在する石油・天然ガス・鉱物資源の開発、さらには波浪発電などによる海洋エネルギーの利用や海水成分からの希少元素の採集など、海洋の持続的な開発と利用が不可欠であり、そのためには、科学技術の発展や国際協力など開発のための努力と共に、海洋の平和維持や海洋の自然環境・資源保護が必要となる。
SOF海洋政策研究所では、海洋の平和維持と自然環境・資源の保護は、海洋の開発とともに人類社会の持続可能な発展の礎であり、21世紀最大の課題であるとの認識に立ち、従来の安全保障の概念を見直し、海洋環境の視点を包含した新たな海洋安全保障の概念として「海洋の平和維持と環境保護“海を護る”」を提唱し、平成14年11月に内外の専門家を招聘して国際会議「地球未来への企画“海を護る”」を開催して、その重要性を確認するとともに、問題点の所在を明確化した。
本年度は、その第2回目として、重要な海上交通網の中にあって、開発・環境問題を抱える具体的な海域における平和維持と環境保護について考察することによって、新たな安全保障の概念“海を護る”の明確化を図り、その普及と実践のため構想を練ることを目的に、日本をはじめとするアジア太平洋諸国や国際機関から専門家を招聘し、国際会議「地球未来への企画“海を護る”」を昨年に引き続き開催することとした。
