The Plan for support for Municipal merger, consisted of the support measure for Municipal merger, the system for dispatching advisor for supporting municipal merger, Publicity and enlightenment on municipal merger and the opening the counter of support for municipal merger, was approved by Japanese Cabinet on 30 August 2001. It plans to be upgraded and to be followed up from now on. This chapter makes rough brief on support measure excluding ones stipulated in the Law concerning Special measures on Municipal merger.

Utilisation of branch office of municipality, local consultative
committee and Post Office
The expansion of function of branch offices in ex-municipality, a local consultative
committee with resident' participation will be utilised. To enable post office
to deal with the specific service of municipality, for example issuing the copy
of resident registration and a full or extract copy of family register that are
requested to be done in Post Office strongly, "the Law concerning treatment of
specific service of municipality in the Post Office" is put into force on 1 December
2001. The Law is expected to be utilised to upgrade the administrative service
in the merged municipality more than in the ex-municipalities. |

city title
In case of large-scale municipal merger, the Ministry
of Public Administration, Telecommunication, Post and Home Affairs will take measure
for relaxation of requirements for an ordinance-designated city title flexibly
on the basis of request. |

Municipality Bond can be allocated to 90% of total cost of utility construction
project implemented by concerned municipalities in the area where special support
treatment are being attached even before merger. A part (50%) of debt service
can be added to the amount of standard financial demand in local allocation tax. |

to reinforce the subsidy for strengthening the framework of promoting municipal
merger. |

merger implemented by prefectures
Prefectural Bond can be allocated to 90% of total cost of the project for constructing
transportation infrastructure, for example road between municipalities which is
in an area where special support treatment are being attached, bridges. A part
(50%) of debt service can be added to the amount of standard financial demand
in local allocation tax. |

With regard to local public enterprises in the merged municipality, exceptional
municipality bond for merger can be allocated to 100% of the expense for the project
that is specially needed on the occasion of merger, for example, integration of
